Good Day Andrew,

Thank you for your diligent updates, regarding the Standby Gen-Set 
It is appreciated... However we have not experienced load shedding in a while, the issues at the Umbilo WasteWater Works goes far deeper than merely requiring back-up power during load shedding.

Please see attached photo, This photo shows the sludge in the Umbilo WasteWater Works "Dry Beds" being washed directly into the Umbilo River...
This is a severe health risk and has been mentioned time and time again - surely such should not be at the river's edge?

Have you seen the E Coli levels in the water recently?  - I have listed them below for your ease of reference,
Tests which the community has had privately done, Do you monitor such? how often? and can you provide your results to the community?

The sludge and the stock piling of the hardcake  on the river banks immediately downstream of the drying beds was identified as an imminent ecological threat more than 12 yrs ago.

Please, We are addressing you as the Head of Water and Sanitation.
We would like answers.

12 years!  The municipality has been aware for 12 years!!! that this sludge and the stockpiling of such on the river bank at Umbilo WasteWater Works as an imminent ecological threat.

The Mayor has visited, Department of Environmental Affairs have been liaised with, The Department of Water and Sanitation has been continuously asked for resolution

To yourself, a month ago Greenpeace representative handed across the Vuma petition has this even been looked at? Has any attempt from Ethekwini to communicate regarding this been made?

These issues are all over the media...

What will it take to get the Ethekwini to get these issues addressed and resolved? or are we going to be here another 12 years from now still begging for something to be done?

Dear All,

 

This was explained at the site meeting we had with the community. This is part of the normal daily operations at the treatment works. When the sludge is dry enough, it needs to be removed from the drying beds. This is what the contractor is doing with the wheelbarrows. It is moved to the designated area next to the drying beds to be stockpiled. This area is not on the river bank. There is a wall that separates this area from the river bank to prevent any potential run-off. We stockpile for a period not longer than 3 months and once the stockpile is big enough we remove this sludge with trucks and take it to the Hammarsdale sludge farm. So this is a temporary stockpile that will be moved soon.

 

Also discussed, were the historical stockpiles that are onsite and we are in the process of putting together a contract to get these removed. We are struggling to get a budget to do this work and it will be a very costly exercise considering the amount of sludge that was stockpiled over many years.  There is a potential for run off into the river from these old stockpiles. Unfortunately this is a long term problem that will take years to resolve, but we are attending to it as well.

 

Just to note, most of our treatment works across the city have historical sludge stockpiles that need to be moved. It was a standard practice many years ago, even before the legislation and guidelines on the disposal of sludge came into effect. The city now we sits with a huge and very costly problem to get these moved.

Good Morning Lusapho,

Thank you for the email, However, find it rather dismissive of the health threat the drybeds pose to the community and the environment.

Could you kindly refer us to this legislation that allows for the stockpiling,
Is this still legal when it continually pollutes the river system?

What is the classification of this sludge? as it is being used for land farming as per your email, Please provide us with the dwaf classification of this sludge.

Firstly, it is very clear that the small wall does not work in regards to keeping the sludge out of the river, see photo below as an example.

This would be and probably is a ecological disaster posing great threat to both the fauna and flora that rely on this river system, and also the members of our community who live alongside the river.

The historical stockpiles of sludge.

There are banks of sludge around the Umbilo WasteWater Works premises that have been there for years with established vegetation growth, and as you are aware, recently these piles caught fire.

From what we were told, this was due to spontaneous combustion? or possibly set alight by illegal dumping which was set alight alongside these piles.
This is a huge cause for concern, not only because of the TOXIC smoke that choked a large area of the community for weeks,
but also what would the consequences be should the Roosfontein Nature Reserve have caught alight too?
(This incident took place during August when we were experiencing high winds)

Ethekwini has mentioned budget constraints numerous times, But as a member of the community this excuse is unacceptable.
Especially when it infringes on our health, when we have bought our homes in the area and we are paying rates.

At the meeting held at the Umbilo WasteWater Works on the 05 September 2020,
It was mention by  Hannah Shameema Winkler (MP) ( Portfolio Committee Environmental Affairs, Forestry and Fisheries)
directly to Ednick Msweli ( Head : Water & Sanitation at eThekwini Municipality)
to engage with her in getting budget assistance from the various departments, Health, Social and Water from the three spheres of Government, National, Provincial and local.
What we are saying is, PLEASE DO THIS!, and don't dismiss our concerns.
We cannot accept that this continues indefinitely.

We are well aware that this is an issue at  treatment works across the city, countrywide in fact.
However, This is shere mismanagement and utterly unacceptable!

These waters run into Bayhead National Heritage site, This is poisoning our city and will have knock on effects.

This is Eco-cide and a crime against the health of the entire community

That sludge is seeping into the river!!!!! CAN YOU NOT SEE THAT!!!!!!!!!!!!!!

You are all educated people I should hope. Lusapho/ Ednick and Sibusiso, you have the power and authority to put an end to this. SO GET OFF YOUR HIGH CHAIRS AND DO SOMETHING ABOUT THIS. YOU ARE KILLING OUR ENVIRONMENT !!!!

On 13 June I received the reference number (reported on 9 June) pollution that had been visible on the Umbilo river for a few weeks before that even.  

The pollution is worse now - foam and chemical smells, especially at night.  Please escalate this problem - it is most likely a blocked sewer in Sprite or Surprise roads, as that is a historical problem.

It is with exasperation that I write this email.  Since JUNE I have been noting pollution on the Umbilo River, coming from Westmead.  The pattern is always the same: it smells, its brown, its white, its blue.  (For YEARS actually) but this issue has been ongoing for 6 months and has not been resolved.  I am not understanding why this issue isn't resolved, it's normally a blocked sewer along Swanfield or Surprise Road in Westmead 😡😡😡

Hello Justine,

As in past correspondence relating to this matter, I believe that the way you will get things done re the Umbilo river could be through a class action. Although he is fully committed to legal battles elsewhere I think environmental lawyer Jeremy Ridl may be able to give you some advice.

 

However, below is some correspondence between me, as a member of Clansthal Conservancy, and EPCPD which did in fact result in the Municipality paying attention to a pollution issue in the Mahlongwana River– although we still have to carry out testing to see if the problem actually has been fixed.

May I ask for your assistance?

After the recent SAPPI/SAICCOR meeting in Umkomaas, with some local residents I visited the area of Newhaven, close to Craigieburn, to have a look at sewage leaking into a small river (or what’s left of it) that runs into the Mahlongwana. If I am correct, this is a serious issue for local residents and a continuing pollutant of an important river and coastal estuary.

The problem is twofold: the poor sewage management conditions in the area which are a health hazard, and the pollutive activities of the river/stream itself on our natural resources – particularly the Mahlongwana river and estuary

I would like to meet someone from eThekwini on site for an appraisal. Can you help please?
