The author and the work source must be acknowledged when reused in Colombia, except if the author is unknown. You must also include a United States public domain tag to indicate why this work is in the public domain in the United States. Note that a few countries have copyright terms longer than 80 years: Mexico has 100 years and Jamaica has 95 years. Ley 23 de 1982 sobre derechos de autor, Artículo 41: "Es permitido a todos reproducir la Constitución, leyes, decretos, ordenanzas, acuerdos, reglamentos, demás actos administrativos y decisiones judiciales, bajo la obligación de conformarse puntualmente con la edición oficial, siempre y cuando no esté prohibido."
