It mainly means to concern but it can also mean to take care of oneself. For example:
1) this book is about (concerns) ancient Rome > questo libro riguarda l'antica Roma.
2) take care of yourself! > riguardati!

@valififty ahh, thank you! would it be considered formal to use it to say "___ is about ___" like how 'concerns' would be in english or is it more common?

I would say it's a little formal, meaning that in writing it is preferable. In speaking you can say "questo libro parla di..."
