Possible Bug? Xenophile Faction & Slavery Enabled Stratified Economy

Was experimenting with the weird combination of Authoritarian + Xenophile combination in 2.2 as a MegaCorp with indentured servitude.

As soon as my first xenos started migrating (I guess they're masochists :p) into my empire, the Xenophile faction got cranky:

Both my main species, new Xeno arrival, and default rights all share the same rights and slavery policy. But it looks like the Xenophile faction won't have any of it. Not sure this is a bug as I always thought the Egalitarian faction was purely against slavery, while the Xenophile faction would be against blanket slavery (non stratified) to only certain species.
