This 'Clavey' is a compact cultivar of the European Fly Honeysuckle that was selected by Clavey Nurseries that I think are in northern Illinois. It has been usually used for medium high sheared hedges. Otherwise, it grows in a rounded form. It has grey-green, soft, fuzzy leaves. It produces some white flowers and red berries, but it is liked more for its foliage. It has been sold by a good number of larger, diverse conventional nurseries in the Midwestern USA since the 1960's.
