Encostar é igual a esbarrar em alguém ou em algo sem querer. Tocar é quando fazemos por querer. Exemplo. Tocar no celular. Mas a palavra tocar também serve para dizermos que tocamos algum instrumento musical. Exemplo. Eu toco piano...ou eu toco violino.
