The quake-like announcement delivered by Chicago Mayor Rahm Emanuel, 58, last week that he would not seek re-election to a third term reverberated across the country, but West Side community leaders are still adjusting to the aftershock, according to statements and interviews conducted over the weekend. In a statement released on Sept. 4, the day Emanuel made the announcement, Rev. Ira Acree, the pastor of Greater St. John Bible Church in Austin and co-chairman of the Leaders Network, said that he wasn’t surprised by the news. “Mayor Rahm Emanuel announcing that he is not seeking reelection is not a big surprise to many of us who have protested and denounced his toxic policies that have hurt so many families on the West and South Sides,” the pastor, who helped organize the anti-violence march on Aug. 2 that slowed rush hour traffic along Lake Shore Drive to a halt. “This announcement is in essence a concession that he can’t defend his abysmal record of the tale of two cities and all of the problems he has failed to fix,” Acree said of the mayor. “Plus, the upcoming Jason Van Dyke trial highlights his role in the Laquan McDonald police murder cover-up, which is politically unforgivable.” During his two terms in office since his 2011 See RAHM EMANUEL on page 4

Prexy Nesbitt, 74, never did finish his PhD work on African History, in large part because he was too busy making the history he was teaching at Columbia College

in downtown Chicago. If there was a struggle against colonialism or racism in the last 60 years in Africa or the U.S., there’s a good chance the West Side native was involved. He addressed Nelson Mandela by his clan name, Madiba, a sign of both respect and affection used in the Nobel Prize winner’s presence only by those who were close to him. He worked side-by-side as a young man with Dr. Martin Luther King Jr., and he knows Barack Obama personally. The goal of his life’s journey, as well as the force that drove him, was literally to change the world. “The vision of those liberation movements [in Africa] that I sup-

ported,” he said in a 2009 interview with Columbia College Chicago, “was about creating just, equitable, participatory societies … and creating a world in which race would no longer be the dominant force that it is even today. It was about building a new human being.” That lofty vision grew out of experiences in the first two decades of the activisteducator’s life. Rozell William Nesbitt — he hates the name Rozell and always goes by Prexy — was born in Cook County Hospital in 1944 and grew up mainly in North Lawndale.

A West Side school looking to turn a vacant auditorium into a new performing arts center just received some significant support for that endeavor. Last week, Chicago Mayor Rahm Emanuel announced that Catalyst Circle Rock, located at 5608 W. Washington Blvd. in Austin, will receive a $1 million grant to help the school transform the empty edifice into the Glen & Lonni Kehrein Center for the Arts, to be located at 5618 W. Washington Blvd. In a statement released Sept. 8, Catalyst officials said that the school’s leadership team were told the news during a private phone call with the mayor. “By supporting neighborhood anchors like the Glen & Lonni Kehrein Center for the Arts, the city is helping to build community pride in the heart of the West Side,” the mayor said in the statement. The grant money is the most recent round of funding distributed by the city’s Neighborhood Opportunity Fund — a program that “generates revenue from downtown developments to finance commercial and cultural projects in our neighborhoods lacking private investment,” according to the fund’s website. The projects that the Opportunity Fund finances include storefront build-outs, roofing and facade repairs, and plumbing work, among many others. Back in April, the school broke ground on what will be a 900-seat auditorium featuring a proscenium, main floor, mezzanine and balcony. The center will be home to Catalyst’s Sys-

The total cost of the renovated auditorium, which is due to open in early 2019, is projected to be $4.3 million. Before receiving the $1 million grant, school officials had already raised more than $2 million. “I am very excited about the opportunities now presented to the South Austin neighborhood through the Neighborhood Opportunity Fund gran awarded to the Kehrein Center for the Arts,” said 29th Ward Ald. Chris Taliaferro. “Having a performing arts center in the heart of Austin will be a blessing to our children, families and organizations throughout the 29th Ward and West Side.” School officials said that the new auditorium has been “a more than 25-year dream of Austin partners Catalyst Circle Rock, Circle Urban Ministries and Rock Church.” Catalyst Schools CEO Gordon Hannon said that “everyone — regardless of income level, race, or area they live in Chicago — deserves to have music in their lives,” before thanking the mayor, Ald. Plans for a community court in Austin are progressing as a second working meeting was held last week. Organized by the office of Cook County Commissioner Richard Boykin, the meetings are meant to gauge community support of the court and begin planning for such a court in Austin. A community court, an alternative to the traditional judicial system, is designed and operated by community members and stakeholders. Although community courts can take many different forms, they typically bring offenders and their victims together to discuss the harm of the offender’s action and how it can be corrected. Representatives from the Restorative Justice Community Court in North Lawndale, the first community court of its kind to open in Illinois, attended the Aug. 27 meeting to provide information about the court’s practices and provide guidance on how Austin could organize its own court. “This is an idea whose time has come for the Austin community,” Boykin said. Boykin opened the meeting by clarifying that although he supports the creation of the court, he will work toward its creation only if it’s something the community truly believes will serve the people and neighborhood. He also asked that community shareholders and organizations let him know if they support the court so he share that support with Cook County Chief Judge Timothy Evans. Last week’s meeting positioned attendants in a circle, where ideas and suggestions could be offered equally, and there was a

Kellye Keyes Jackson, assistant CFO for Judge Evans, provided information for Austin residents to consider in the creation of their own court, such as partnering with local law enforcement, carefully considering the geographic areas the court covers and determining which types of cases the court should consider. One suggestion: make sure the community knows as much as possible about a community court. Jackson said it can be difficult to find crime victims who are willing to participate in the court’s process and would rather not see an offender go to jail. For that reason, Jackson said it’s important that residents know there’s an alternative to incarceration and that it is effective in preventing recidivism. Although a great deal of planning and organization go into the creation of a community court, the benefits can be great, Jackson said. “The greatest pro is that you have the capacity to provide young people a path other than incarceration, other than being tied to a system,” she said. Nancy Michaels, coordinator of the Restorative Justice Community Court, suggested it may be valuable for Austin to partner with an institution of higher learning as the Lawndale court did with Roosevelt University to help determine which cases would be most beneficial for the court to review. She also addressed a concern raised by a meeting attendant regarding recidivism, who said the consequences of a crime may seem less severe than if someone is tried through a traditional court. “Our hope for these young people is that they won’t commit another crime because they feel responsible to these people they have been in relationships with now.” The next working meeting will be held at 6 p.m. Sept. 19 at BUILD’s offices. Criminal activity and police response

our stories involving police officers have piqued my interest this weekend. The first is the police officer out of Dallas, Texas, whom the media wanted us to believe entered an apartment she thought was her own, saw someone who shouldn’t be there, and shot him dead. Unfortunately, the apartment belonged to the person she shot dead. As I write this column early Monday morning, the 10th day of September, the officer has been arrested and charged with manslaughter. I can’t wait for more details to come out because this case smells to high heaven! The other police news story going across social media involved the white guy who stood on top of a police car. He stomped on it. He broke the lights at the top. He even sat down and kicked in the rear window. All the while he kept up his antics, not once did I see a police officer pull out their gun or their taser. When he was finally apprehended, he was neither tased nor shot in the process. Such glaring examples of police tolerance at one level and intolerance at the next helps to further eradicate any understanding between an oppressed community and the controlling police force. But now many people have learned of the story of the young girl who went into a Kroger store in Cincinnati and began to shoplift. She was accompanied by two of her friends. First they shoplifted a book bag and then proceeded to put stolen merchandise into it. When spotted by store security and an off-duty police officer, they ran. He gave chase, and pulled out his taser. He managed to hit the fleeing girl in the back. It turns out the girl is 11 years old. The cop chastised the girl, but what goes viral is the fact that she is 11 and

he tased her. I am quite disturbed that a lot of the conversations have moved away from the fact that that young girl is already stealing at age 11. She had over $50 worth of things in the book bag. Instead the emphasis has been on ignoring the crime, while lamenting the police officer’s decision to use his taser. His decision was wrong. The reality is that we live in a world where that type of behavior can lead to death. Social Services need to immediately intervene with that family. The mother of the 11-year-old when speaking about the situation referred to her daughter’s actions as “not cool.” That mother obviously comes from the school of MDM: Modern Day Mamas. When I was 11, if I had stolen $50 worth of stuff, I would rather be tased than allow my mother to get to me. My mother’s notion of “not cool” would be my butt burning! Lastly the question has to be asked? Did Maywood have its own version of the Laquan McDonald shooting this weekend? Late Sunday night a video began to surface. In the video, you can see something going on between a young black guy and a white officer. The guy runs away and the officer shoots. I counted 14 gunshots. The young man drops. As we go to press, the condition of the person who was shot is unknown to me. However, whatever would cause a person to believe he could outrun somebody with a gun is beyond belief ! It is no secret that there is a skin color disparity involving criminal activity and police response. As a community we need to focus on eliminating the former while continuously addressing the latter!

Annual blues fest prelude to club coming soon

A thunderstorm interrupted the fourth annual West Side Blues Fest, held Aug. 31 at Columbus Park, 5701 W. Jackson Blvd., but the revival of West Side music forged ahead. The setting provided a sampling of what patrons might get at a more permanent music venue coming to the West Side soon. Festival organizer Isaac “Ike” Carothers and his sister-in-law Sheila Mingo, are working to open Ike’s Place, a blues and jazz club, in approximately four months. Carothers envisions Ike’s Place drawing people from inside and outside the neighborhood. Plans call for evening entertainment, Sunday gospel brunches and daytime cultural education at the club, to be located at 5847 W. Chicago Ave. Nearly 300 people attended the show, which featured Austin resident Larry Taylor’s band, the Soul Blues Healers. The Marie Levon Band — featuring Rocky, Tina and Sharon Monique as singers — opened the event. After a break, musicians and park staff dried off the stage and the party went on.

Carothers, a former 29th Ward alderman, said that he organized the Illinois Alliance, which sponsors the West Side Blues Fest, after his 2012 release from a year in prison. “I saw a need for entertainment here on the West Side, especially the blues,” he said, “it crosses all ethnic lines and appeals to the common person.” Carothers envisions Ike’s Place drawing people from inside and outside the neighborhood. Plans call for evening entertainment, Sunday gospel brunches, and daytime cultural education at the club, to be located at 5847 W. Chicago Ave. Sheila Mingo, a teacher at Duke Ellington Elementary who also lives in the Austin neighborhood, likes to cook. Carothers said Sheila’s father, Sherman “Shoes” Mingo, a jazz collector, inspired him with his stacks of vinyl records. When Mayor Rahm Emanuel’s city administration opened Retail Thrive Zone grants, Carothers offered to help Sheila apply. Thrive Zone grants, derived from city TIF funds, are intended to help entrepreneurs open or expand businesses in selected shopping districts within several struggling West and South Side neighborhoods. Ike’s Place was named for a grant up to $187,000 in July 2017, when Sheila’s and Ike’s long bureaucratic battle began. Sheila won approval from the Department

Of some 50 businesses who got grants in 2017 under the Thrive Zone program, he estimated that only about 10 percent have

moved forward. “You have to prove you have skin in the game by coming up with 25 percent of the budget you need but then you end up borrowing the other 75 percent before the city will come up with its share,” Carothers said. “The grant was intended to fill the upfront financing gap,” he said. “The city was supposed to arrange with certain banks to help, but you find the banks don’t want to talk with you.” Carothers said that SomerCor, a private company, is the city’s fiscal agent for the program. “It’s a great opportunity to get 75 percent of what you need to open a business — if you can navigate the swamp and dodge the alligators,” he said, chuckling. Carothers said that he’s observed a renewed interest in the older African American arts of blues and jazz. Some younger people got turned on by the 2008 movie “Cadillac Records,” which highlighted postWorld War II Chicago bluesmen like Muddy Waters, Howlin’ Wolf, Willie Dixon and Little Walter, and featured Beyonce in the role of singer Etta James. “The movie also showed how the musicians got their money ripped off,” Carothers said, adding that, with Ike’s Place, he wants to offer decent pay for musicians while promoting and managing sustainable business. New Justice Advisory Council head comes to Austin

West Side social service providers gathered at BUILD Chicago’s offices, 5100 W. Harrison St., last week to meet Delrice Adams, the newly hired executive director of the Cook County Justice Advisory Council. Established in 2013, the council is responsible for working with various entities within county government, as well as local law enforcement, in order to reduce the prison population and help ex-offenders re-enter society. During the Sept. 7 meeting, organized by outgoing Cook County Commissioner Richard Boykin (1st), Adams and her leadership team outlined her priorities for the council, which include conducting more community outreach, emphasizing more collaboration with community stakeholders and educating nonprofits about the grants that the council allocates every two years. Nicole Seaton, the council’s grants coordinator, gave a presentation before those in attendance at the meeting about the type of grants her body allocates. They total around $4 million each round and are divided into three categories: violence prevention, recidivism reduction; and restorative justice. Seaton said that nonprofits can apply for all three grants, as long as each is used to fund programs tailored to address each area. Nonprofits can’t, however, apply twice in a row for grants and the grant can’t more than 20 percent of an organization’s operating budget. In addition, she said, applications must

have been in existence for at least three years at the time they apply for the grants. The next round of grants is in 2019. Kim Davis-Ambrose, the council’s community engagement coordinator, said that the council is pursuing three major strategies for reducing the county’s prison population. The first is to make it easier for people who have been accused of non-violent crimes to post bail. The second is a pilot program currently operating in Austin, North Lawndale and the South Side’s Rosalind community, where police officers ave discretion to issue citations for certain offenses; rather than automatically arresting people. The third strategy is to heighten community engagement. “Different community groups will come out to different town hall meetings, DavisAmbrose said. “We want to have a dialogue about racial inequity that exists in the justice system. We have to talk about that — we have to unpack all that luggage.” Adams said that public outreach must be done from the perspective that different communities have different needs. Those needs, she added, are often best identified through community organizations. “It’s important, when we talk about practice and prevention, that we look individually at issues, so your participation is important,” she told audience members. Adams said that the outreach meetings haven’t been scheduled yet. In the meantime, urged Boykin, West Side residents should not be shy about sharing their own ideas with the council. “That’s what [the council] needs to hear,” he said. “If you have your outside-the-box ideas, tell them right now. And also, talk to your elected officials. PREXY NESBITT Living history from page 1 His mother, Sadie Crain Nesbitt, was a teacher. “It wasn’t accidental,” he recalled, “that she took me to hear The Weavers [Pete Seeger’s group] and watch Katherine Dunham dance.” Sadie was a close friend of Mahalia Jackson, whom some critics refer to as “the queen of Gospel.” “When I first learned to drive,” Prexy said, “I remember taking recipes back and forth between my mother and Mahalia.” “I remember going through a phase of hating white people when I was 17 or 18,” he added. “My mother came to me one night and said, ‘If you want to have your own house, you can do whatever you want, but as long as you’re under my roof, you can’t have those attitudes.’” Prexy and his parents had experienced their share of discrimination from white people, but those negative interactions were balanced not only by his parents’ perspective on race but also by attending a Jewish nursery school and spending a summer in Sweden, hwere he lived with the Holmgren family between his junior and senior years in high school. “My parents were big advocates of international exposure,” he explained. “Many of the Holmgrens and their friends have been here to see my family, and many of my family have been there to meet them. We’re like one family.” Prexy’s father was a union organizer and was very politically aware. “My father and mother were both oriented toward learning out of life,” he recalled. “There was book learnin’ and there was life learnin’ and you had to have a lot of both.” Prexy remembers fondly the 11-unit apartment building at 1514 S. Albany owned by his father and four of his father’s brothers. “It was an institution,” he said. “It wasn’t just a home. It was an institution.” He recalls meals the whole building would share together, one dish in one apartment, the dessert in another, and so forth. It was there that he and his cousins heard stories like the one about a man on his mother’s side of the family whom they called “the gun-toting pastor.”

“I decided to support these liberation movements,” he explained, “because in my view they had a perspective and set of objectives that were consistent with creating a world in which race would no longer be the dominant force that it is even today. It was about never seeing people as the enemy based on race; it was seeing systems as the enemy.” Prexy’s work with FRELIMO was interrupted in 1969 by a telegram he received from his father saying that his mother was dying. He arrived back in Chicago in time to see her once before she died, but his return was the beginning of a series of sojourns — working for oppressed people in Africa, then in the U.S., Africa, Switzerland and so forth — which would shape the trajectory of his life for decades. During the times he has lived in the U.S., Nesbitt taught in a variety of schools, did organizing for unions, and gave educational speeches on behalf of the anti-apartheid cause. Part of his work in this country was the effort to convince schools, church denominations and unions to divest from South Africa as a tactic aimed at ending apartheid in that country, an effort that culminated in the passage here of the Comprehensive Sanctions Bill of 1986. Because he had evaded the draft by moving to Africa and because the administration in power in Washington regarded the liberation movements he worked with as “communist,” Nesbitt was under surveillance and had a file with the FBI. Packages delivered to him were routinely opened before he received them. He would return to Africa many times, sometimes under cover, to edit magazines and do other kinds of educational work in support of liberation movements. One such engagement took place in a convent in the Transkei region. He was transported under cover to impart what was going on outside of South Africa to the information-hungry, anti-apartheid cadre assembled there. He was then smuggled out — dressed as a nun — right past the South African security forces. He was afraid to criticize liberation movements when he saw corruption. For example, he authored a report in which he recommended discontinuing funding for the Pan African Congress (PAC) because he had uncovered “a lot of corruption going on with the use of monies.”
