Brief: The agency that regulates market access for automotive products in Panama is the Panamanian Transit and Land Transportation Authority (ATTT), the Ministry of Transportation, which is responsible for vehicle safety and environmental requirements. According to Panamanian regulations, starting February 9, 2025, all motor vehicles entering the Panamanian market must comply with minimum safety requirements, and manufacturers should prepare their own compliance materials (ECE certificate or FMVSS report) and submit certificates of technical mechanical inspection and pollution gas control before they can be circulated in the Panama market.

Motor Vehicle Emissions Certification:
Exhaust emission limits：For post-1999 vehicles with catalytic conversion systems, a maximum of 0.5 % for carbon monoxide, a minimum of 12.5 % for carbon dioxide, and a maximum of 125 ppm for hydrocarbons are required under high and low varying idle test conditions.
CERTIFICATION PROCESS
1. Vehicles that do not have the minimum safety elements required by Act 656 may be imported until February 9, 2025, provided that the consumer is clearly and truthfully informed so that the consumer can make a decision when purchasing the vehicle;
2. After February 9, 2025 it will be necessary for manufacturers to prepare their own compliance materials (ECE certificates or FMVSS reports) to ensure adherence to the performance standards of the United Nations WP29 regulation, or the performance standards of the U.S. Federal Motor Vehicle Safety Standards (FMVSS).
