If your local post office delivers your item to the wrong address, you will need to contact them and see where it was delivered. They are in charge of correctly delivering your package. I do not send out replacements due to incorrect deliveries.
When a package is lost you have to open a case with my shop so that you can be refunded. I cannot replace an item that has the potential of eventually being delivered. Most of the time if a package is stuck somewhere it will eventually be delivered.
