UP) The National Football league Thursday set up a multi-million dollar plan for restocking any club in case of a distaster. It also honored the site of its founding by awarding the NFL Hall of Fame to Canton, where on Sept 17, 1920, eleven pro players formed the league and elected the great Jim Thorpe as its president Commissioner Pete Rozelle also announced action to solidify the league's player benefit program with annually from championship game radio and television receipts. Under the distaster plan $2,250,000 insurance policies on each club will be carried in addition to insurance held by the individual clubs. IN CASE of a disaster, the affected club would be able to purchase players from the other 13 teams. Under the NFL formula, if an entire team is lost, the surviving 13 teams would first submit a list of 15 untouchables of their 36 men rosters.

The disaster club then would pick one player, not on the untouchable list, from each of the other clubs. After that, more players would go on each untouch able list, and the disaster club would have more selec tions until 39 players were taken from the surviving clubs. ONE-HALF of the insurance would be kept by the disaster club. The other $1,125,000 would be prorated to pay an equal amount for each player taken. Insurance payments to families of players killed in a disaster are provided by the players' teams and by their own policies.

LAUREL Sea Water Rhythm, Flora's Girl, Mason Manager Yetoes Rematch Manager Joe Daszkiewicz has declined an offer for a rematch between his Benny Mason and St. Paul's Don Quinn, state heavyweight champion.

Daszkiewicz said St. Paul promoter Jack Raleigh had offered him a substantial purse to send Mason back against Quinn for 15 rounds. Quinn outpointed Mason at 10 rounds Wednesday. The manager said, "Mason has to give away too much weight to fight Quinn. The difference Wednesday was over 25 pounds.

Raleigh promised to get Mason a light heavyweight opponent on a later card if he showed well against Quinn. He certainly showed well and I hope Raleigh will keep his prom- ise. It was Mason's first fight in nearly two years and followed recovery from a long illness. BOWLING'S BEST (Editor's note: The Tribune Is discontinuing Bowl' ing's Best until next season.)
