Case closed: Transaction not covered but refunded??

So I'm battling with myself and paypals so-called help. I've called many times. Been lied to many times. Paypal was up to help me with the case and all of a sudden say it's not eligible for PayPal Buyer Protection after numerous lies, phone calls and cases.

I then got this 

What does this mean, I'm getting a refund? I hope so, if not, how do I escalate this even further. I didn't buy this item, but says it's authorized, didn't receive the product so I'm left empty-handed. 

Can I File Fraud through PayPal? 

Phone my credit card company, told me DD is not covered.

It's a picture of a case saying it's been closed and transaction not covered but at the bottom, there's a payment that looks like a refund, there are look-alikes on PayPal of this happening.
