The Nairobi government is to blame for the collapse of the six-storey block in Huruma Estate, the ombudsman has said. The building collapsed on Friday night last week killing forty-three people and injuring scores of people.

A report by the Commission on the Administrative of Justice chaired by Otiende Amollo revealed the construction industry is infiltrated by non-professionals “who call themselves architects, engineers and contractors.” The now-defunct City Council of Nairobi approved plans for one floor but developers put up six storeys.

“The collapse of the building could have been avoided if the county’s Housing department in Dandora and Directorate of Planning, Compliance and Enforcement had demolished the unsafe building in time,” Amollo said on Thursday.
