Irene was born July 16, 1923 in the Cannon Chapel Community of Love County. She was the daughter of P. A. and Marvia (Roach) Mobley. A lifelong resident of Love County, she married Alex Manning on December 13,1941 in Marietta. They moved to the Eastman community in 1950. He preceded her in death on July 14, 1975.

She was active in the Eastman Baptist Church where she was a member for 70 years. She supported fund raising for all the volunteer fire departments where her coconut pies were legendary. She was a member of the Pink Ladies Auxiliary. Irene supervised the food pantry and delivered meals to homebound people. She was never one to sit still and if she was sitting, she would embroider, mend or make quilt pieces.
