1. General
1.1. This Bulletin is intended to provide an update for the implementation of the Long
Range Tracking and Identification (LRIT) of ship systems.
1.2. The LRIT requirements of SOLAS 1974, as amended, (SOLAS) Regulation
V/19-1 were adopted by the IMO Maritime Safety Committee (MSC) in May 2006.
1.3 The IMO has issued a number of guidance documents pertaining to LRIT and
there remain ongoing discussions at IMO on the effective implementation of the
LRIT system. The BMA continues to participate in these discussions and we will
update this Bulletin as additional guidelines are developed.
1.4 All parties should note that LRIT data from a Bahamas registered ship is only
transmitted to the Bahamas Data Centre (DC) and this information is only
transmitted to another SOLAS contracting Government Data Centre if a request for
that information has been made by that Government and the request satisfies the
criteria specified in the SOLAS regulation and IMO MSC Circulars on LRIT.

Issue Date: 01 July 2009
2. Application of LRIT
2.1. The LRIT requirements entered into force on 01 January 2008 and the
requirement to fit a shipborne LRIT equipment is applicable to the following
Bahamian registered ships/units engaged on international voyages:
Cargo ships, including High Speed craft of 300 1 gross tonnage and above,
Passenger ships, including High Speed passenger craft,
Mobile Offshore Drilling Units (MODU) that are propelled by mechanical
means,
Offshore Support Vessels, Special Purpose Ships and Mobile Offshore Units
(MOU) of 300 gross tonnage and above that are propelled by mechanical
means,
Commercial yachts of 300 gross tonnage and above.
2.2. There is a phased process for ships to comply with these requirements. The
compliance date is dependent on one or more of the following:
1. Date of construction,
2. Operating GMDSS sea area,
3. Date of radio related survey.
All parties are particularly guided to the reference to the radio related survey as
The Bahamas requires any applicable vessel to comply by the due date of the
radio related survey after 31 st December 2008 or after 01 July 2009 if the
vessel is only operating in GMDSS sea area A4.
2.3 Taking into consideration the provisions of MSC.1.Circ.1290 and for the purpose
of LRIT implementation, the first radio related survey due date is deemed to be
the due date of first renewal or periodical survey of the radio installations
(whichever of the two surveys becomes due first) after the compliance date
specified in 2.2. The first radio related survey date is not altered as:
a result of the transfer of flag to The Bahamas, OR
a consequence of any scheduled or unscheduled inspections or surveys ,
OR
any additional or occasional surveys.
1 For the purpose of LRIT, the gross tonnage is deemed to be the tonnage measured in accordance with
the International Convention on Tonnage Measurement of Ships 1969
2.4 For the purpose of The Bahamas requirements for LRIT and notwithstanding the
definitions provided in the SOLAS regulations and IMO guidelines, the following
terms are deemed to apply:
Company is the entity responsible for the management of the ship in
accordance with the ISM Code. For ships which the ISM Code is not
applicable, the Company is the Managing Owner in accordance with Section
52 of the Bahamas Merchant Shipping Act
Conformance test result is the document that is issued by the Authorized
Testing ASP outlining the results of the conformance test. This document is
provided to the BMA in order to obtain a Conformance Test Report (CTR).
Conformance Test Report (CTR) is the document issued by the BMA to
certify that the LRIT equipment has successfully completed a conformance
test
Gross tonnage is the tonnage measured in accordance with the International
Convention on Tonnage Measurement of Ships 1969
International voyage is a voyage that is outside the territorial waters of The
Bahamas and between two or more countries, which may include a voyage
between a port/location in The Bahamas to another country
Radio related survey is the survey for Passenger Ship Safety Certificate,
Cargo Ship Safety Certificate, High Speed Craft Certificate, Mobile Offshore
Drilling Unit Certificate, Cargo Ship Safety Radio Certificate, Caribbean Cargo
Ship Safety Certificate, Mobile Offshore Unit Certificate, Certificate of
Compliance with the UK Code for Large Commercial Yachts and any other
certificates covering such purposes
Recognized ASP means an Application Service Provider which has been
recognized by The Bahamas in accordance with the provisions of
paragraphs 5.1.1 and 5.1.2 of the revised performance standards.
Vessel : This term will be interchangeable for ship and unit throughout this
document
3. Exemptions and Equivalent Arrangements
3.1 Vessels that are operating exclusively in a GMDSS A1 sea area and are fitted with
AIS are not required to install LRIT equipment. However such vessels will require
an exemption or equivalent arrangement if they engage in an international voyage
outside the GMDSS A1 sea area.
3.2 In accordance with the procedures outlined in BMA Information Bulletin no. 8,
ships/units specified in paragraphs 2.1 and 3.1 above which are not normally
engaged in international voyages but are required to undertake a single
international voyage or which are re-positioning from a GMDSS sea area A1
should apply to the vessel’s Recognised Organisation (RO) that issued the
affected safety certificate for consideration of exemption or equivalence in
accordance with the provisions of SOLAS regulations I/4, IV/3.1, IV/3.2 and V/3.
3.3 Any application, which is submitted under paragraph 3.2 above, should include
3.4 The vessel’s RO will liase with the BMA and if the exemption is granted or
equivalent arrangement accepted, the BMA will authorise the RO accordingly and
advise of any applicable conditions in order that the affected certificate can be duly
annotated.
3.5 Vessels applying for such exemptions should note that in accordance with the
guidelines of MSC.1/Circ. 1295, there maybe a requirement for the
Manager/Owner to submit the voyage plan (and any amendments) or report at
specified intervals to not only the Governments where the vessel is proceeding but
also Governments of the coast of which the ship might be navigating, subject to
those countries being entitled to the information in accordance with the
requirements of SOLAS Regulation V/19-1. Details of all countries and the
relevant point of contact, that are entitled to receive LRIT information, maybe
obtained from the BMA.
4. Shipborne LRIT equipment
4.1 Owners may utilise any equipment to transmit LRIT information on the proviso
that the equipment:
demonstrates compliance with the requirements of SOLAS Regulations
V/19-1.6 and V/19-1.7, and the revised performance standards as
referenced in IMO Circular MSC.1/Circ. 1307, and
has undergone a satisfactory conformance test.
In addition, and if the equipment is being used for another function, e.g. ship
security alert system (SSAS) or GMDSS transmission, the equipment shall also
comply with the relevant performance standards relating to that function.
4.2 Vessels intending to use existing GMDSS equipment for the purpose of
transmitting LRIT information and which, for the purpose of complying with the
requirements of SOLAS regulation IV/15.6 in relation to availability, are provided
with duplicated equipment, are only required to use one of the sets of duplicated
equipment fitted on board for transmitting LRIT information.
4.3 Notwithstanding 4.2 above, if a ship is fitted with more than one shipborne
equipment that is intended to be utilised for LRIT purposes and integrated into
The Bahamas LRIT Data Centre, a satisfactory conformance test must be carried
out and Conformance Test Report issued for each equipment.
4.4 The Conformance Test Report will be annotated to reflect that the LRIT
equipment satisfies the applicable type approval and/or certification in
accordance with the applicable requirement of:
IEC 60945/IEC 60945 Corr.1,
And if applicable, SOLAS Regulation IV/14, i.e. where a terminal is approved

for GMDSS functions
And if applicable, SOLAS Regulation XI-2/6, i.e. where a terminal is approved
for SSAS function
Notwithstanding BMA Information Bulletin no. 71, the RO shall advise the BMA of
any other equipment that they have type approved in accordance with the
provisions of SOLAS Regulation V/19-1.4 and where the equipment has not been
type approved as noted above.
5. Requirement for Conformance Testing
5.1 A conformance test is required for all shipborne LRIT equipment, in order to
ensure that the equipment, as fitted onboard, complies with the provisions of
SOLAS Regulation V/19-1.6 and the LRIT revised performance standards and
functional requirement.
5.2 The conformance test shall be conducted by one of the Bahamas authorized
Testing Application Service Provider (Testing ASP) whose details are outlined in
BMA Information Bulletin no. 116.
5.3 The conformance test shall be conducted taking into consideration the criteria
noted in paragraph 5.1 and in accordance with the provisions of SOLAS
Regulation V/19-1.4.1. The due date of the conformance test shall be as follows:
.1 for ships constructed on or after 31 December 2008, the test shall be
conducted prior to the date of the initial radio related survey after 31
December 2008,
.2 for ships constructed before 31 December 2008 which are certified for
operations in GMDSS sea areas Al, A2 and A3, the test shall be conducted
prior to the date of the first radio related survey after 31 December 2008,
.3 for ships constructed before 31 December 2008 and certified for operation in
GMDSS sea area A4, the test shall be conducted prior to the date of the first
radio related survey after 01 July 2009 unless the ship is operating in GMDSS
sea area A1, A2 and A3 and then the test shall be conducted prior to the date
of the first radio related survey after 31 December 2008.
5.4 Taking into consideration the principle that an applicable vessel should transmit
LRIT information as from the date that it enters service, vessels which are
constructed prior to 31 December 2008 but which are not due to be delivered until
after this date should undergo be fitted with a shipborne LRIT equipment the
conformance test should be carried out prior to the vessel entering service.
5.5 The conformance test should be conducted before the radio related survey due
date. If the test has been unsuccessful, the vessel should still have
documentation attesting to a conformance test being carried out.
5.6 Notwithstanding the radio related survey due date and taking into consideration,
the number of ships/units that have to undergo conformance testing and may
have to procure LRIT equipment, the BMA strongly recommends that the
conformance test is conducted at the earliest opportunity in order to avoid
any undue delays to the ship/unit.
6. Survey and certification
6.1 The Recognised Organisation (RO), taking into consideration the compliance
dates in accordance with the provisions of SOLAS Regulation V/19-1.4.1 and the
guidance outlined in Sections 8 & 9 of MSC.1/Circ.1307, should ensure that
ships/units have a valid conformance testing document prior to issuing the radio
related certificate during the applicable surveys.
6.2.1 Recognising that the LRIT shipborne equipment is recorded on the record of
safety equipment, where the survey relating to safety equipment is not
harmonised with that of the survey of the radio equipment and where the safety
equipment related survey is conducted prior to the radio related survey on a
ship/unit which has not yet undergone LRIT conformance testing, the RO should:
.1 issue the safety equipment related certificate with a validity date that should
not end beyond the end of the survey window of the radio related certificate,
and
.2 endorse the certificate to reflect that there is no valid Conformance Test
Report for shipborne LRIT equipment onboard.
6.2.2 For cargo ships of gross tonnage of 300 and above but of less than 500, which
have not been issued a Cargo Ship Safety certificate, compliance with the LRIT
requirements should be verified by having onboard a valid Conformance Test
Report. Neither the Cargo Ship Safety Radio certificate nor the record of
equipment for the Cargo Ship Safety Radio certificate should be amended in any
way to document compliance with the obligation to transmit LRIT information.
6.3.1 In the event that the radio related survey is carried out for a LRIT applicable
vessel and there is no Conformance Test Report onboard but the vessel has a
copy of the results of a satisfactory conformance test carried out by a Bahamas
authorised Testing ASP, the RO shall issue a full term radio related certificate.
6.3.2 In the event that the radio related survey is carried out for a LRIT applicable
vessel and there is no Conformance Test Report onboard, the existing radio
related certificate should remain valid to the end of the survey window. If there is
no documentary evidence to attest that effort was undertaken to carry out the
conformance test, the RO should notify the body that issued the ISM Safety
Management Certificate and the BMA.
6.3.3 In the event that the radio related survey is carried out for a LRIT applicable
vessel at the end of the survey window and there is no valid Conformance Test
Report onboard, the RO shall liaise with the BMA in order to determine the
course of action.
6.4 The Testing ASP should submit the relevant information on conformance testing
in accordance with conditions outlined in the Testing ASP agreement.
6.5 For cargo ships of gross tonnage of 300 and above but of less than 500, which
have not been issued Cargo Ship Safety certificate, compliance with the LRIT
requirements should be verified by having on board a valid Conformance Test
Report.
6.6 On completion of conformance testing, the vessel’s Manager/Company should
use the form contained in Appendix 1 to submit an application with:
a copy of the vessel’s certificate related to the radio related survey,
ship radio license application (Bahamas form R108 version 1.2),
applicable fee for the Conformance Test Report and revised Ship Radio
License (see paragraph 12 below ).
6.7 The BMA will issue the Conformance Test Report document and the
Manager/Company should note that a new Radio Licence will also be issued to
reflect the LRIT equipment.
7. Conformance Test Reports: Validity and amendments
7.1 In accordance with the provisions of Sections 7.2, 7.3 and 10 of MSC.1/Circ.
1307, the shipborne equipment is required to undergo a conformance test and a
new Conformance Test Report is required to be issued where:
.1 There are changes to the LRIT shipborne equipment,
.2 The LRIT shipborne equipment becomes unserviceable,
.3 The Bahamas has withdrawn authorisation to the Testing ASP that conducted
the conformance test,
.4 The BMA has been notified by the Recognized ASP that the shipborne
equipment is not operating within the parameters of the Conformance Test
Report and/or in accordance with the LRIT performance standards,
.5 The affected vessel has transferred to the Bahamas flag and its Conformance
Test Report has been issued by an ASP that is neither a Bahamas
Recognized ASP nor a Bahamas Testing ASP,
.6 The vessel is intended to operate outside the sea area noted on the
Conformance Test Report.
7.2 Notwithstanding the guidance noted in paragraph 7.1 above, the Conformance
Test Report will have to be re-issued where there are changes to the following
information on the report:
.1 Ship’s details. Owners should note that any name change can only be
affected after the authorisation by the Registrar in accordance with our
registration requirements.
.2 Testing ASP.
7.3 The Testing ASP should submit the relevant information on conformance testing
in the format specified by the BMA in accordance with conditions outlined in the
8. Mobile and Immobile Offshore units, offshore support vessels and special
purpose ships
8.1 The Bahamas will be guided by the principles outlined in MSC.1/ Circ. 1295 in
determining the application of the LRIT requirements for the following ships/unit:
.1 Mobile and immobile offshore units, including Floating Productions Storage &
Offloading units (FPSO), Floating Storage Units (FSU), Single Buoy Mooring
(SBM), units issued with Bahamas Mobile Offshore Unit (MOU) certificate,
.2 Special Purpose Ships,
.3 Offshore Support vessels.
8.2 These vessels should comply with the LRIT requirements if they are 300 gross
tonnage or above, propelled by mechanical means, engaged on international
voyages outside GMDSS sea area A1or not fitted with AIS and engaged in
voyages within GMDSS sea area A1.
8.3 Mobile and immobile units which are operating solely within the territorial waters
of country other than The Bahamas should liaise with the Government of that
country in order to provide information (position and expected time in location) on
the vessel.
8.4 Mobile and immobile units which are fitted with LRIT equipment should notify the
BMA when they are moored on site and the expected period that the unit will be
moored as the frequency of LRIT data maybe reduced by the BMA. The BMA
should then be notified when the unit is to undertake a voyage from the moored
location. All notification shall be recorded in the unit’s Official Log Book.
9. Failure of the LRIT equipment, switching off the LRIT equipment, ceasing
the distribution of LRIT Information, and reducing the frequency or
temporarily stopping the transmission of LRIT information
9.1 The BMA will advise the relevant parties if it intends to cease the distribution of
LRIT information and/or reduce the frequency or temporarily stop transmitting
LRIT Information. The Master shall record such notification in the vessel’s Official
Log Book.
9.2 The Master or Company Security Officer (CSO) shall notify the BMA in writing
(lrit@bahamasmaritime.com ) of the following circumstances that may warrant the
LRIT equipment being switched off:
ship is undergoing repairs, modifications or conversions in dry-dock,
in port or is laid up for a period exceeding 7 days,
circumstances where the ship is without electrical power for longer than 12
hours.
In such cases, the notification and subsequent agreement shall be recorded in the
ship’s Official Log Book and the BMA shall be advised when the LRIT equipment is
switched on in order that it can be re-integrated into the Bahamas LRIT Data
Centre.
Contact: lrit@bahamasmaritime.com 8 of 13 Revision No. 03
www.bahamasmaritime.com
B111
Issue Date: 01 July 2009
9.3 The Master or CSO shall notify the BMA, Recognised Organisation and if
applicable, the port state authorities of any failure of the LRIT equipment. In such
cases, the notification shall be recorded in the ship’s Official Log Book and all
applicable parties shall be advised when the LRIT equipment is fully operational.
9.4 Taking into consideration paragraph 1.3, if the Master deems that there will be a
compromise to the safety or security of the vessel and that this risk would be
reduced by switching off the LRIT shipborne equipment, the Master or Company
Security Officer should advise the BMA (lrit@bahamasmaritime.com ) at the
earliest opportunity of the equipment being turned off.
10. Transfer of flag and ships permanently being taking out of service
10.1. Recognising the need to ensure a timely integration of a vessel to The Bahamas
data centre, Companies intending to transfer a LRIT applicable ship/unit to The
Bahamas should provide the BMA with the following information:
the ship IMO number,
current flag,
the proposed date of transfer , and
copy of existing Conformance Test Report.
If the Testing ASP is also authorised by The Bahamas, the Company should
instruct the Testing ASP to forward the LRIT conformance test results, in the
required format, to Fulcrum Maritime Systems Ltd (see paragraph 11.2)as the
Manager of The Bahamas LRIT Data Centre, in order to enable effective
integration.
10.2 Companies should note that a transfer of flag may require a vessel to undergo a
new conformance test of the LRIT shipborne equipment where the Testing ASP
is not authorized by The Bahamas. It should be noted that the time period for
such conformance testing maybe 48 hours and the vessel does not have to
be in port at the time of the test.
10.3 Where a ship/unit is to be transferred from The Bahamas flag or will be
permanently taken out of service, Companies should promptly notify the BMA and
settle all outstanding and pending matters in order to enable the timely deletion of
the LRIT shipborne equipment from The Bahamas LRIT Data Centre.
10.4 As a vessel has to be integrated to the Data Centre in order to transmit the
required LRIT information, Companies should note that the
integration/decommission of a LRIT shipborne equipment is critical to ensuring
that affected vessels are not unduly delayed for failing to transmit LRIT
information.
