Guidance and Instructions for Ship-owners, Managers, Masters, <strong>Bahamas</strong><br />

Recognised Organisations, <strong>Bahamas</strong> Authorized <strong>LRIT</strong> Testing Application Service<br />

Providers (Testing ASP), <strong>Bahamas</strong> Recognised Application Service Provider<br />

(Recognised ASP) and <strong>Bahamas</strong> Approved Nautical Inspectors<br />

Note: This Bulletin is to be read in conjunction with IMO Resolutions MSC. 202(81),<br />

MSC. 263(84), IMO Circulars MSC.1/Circ. 1290, 1295, 1297, 1298, 1302, 1307, 1308,<br />

1309 and BMA Information Bulletin no. 116.<br />

1. General<br />

1.1. This Bulletin is intended to provide an update for the implementation of the Long<br />

Range Tracking and Identification (<strong>LRIT</strong>) of ship systems.<br />

1.2. <strong>The</strong> <strong>LRIT</strong> requirements of SOLAS 1974, as amended, (SOLAS) Regulation<br />

V/19-1 were adopted by the IMO <strong>Maritime</strong> Safety Committee (MSC) in May 2006.<br />

1.3 <strong>The</strong> IMO has issued a number of guidance documents pertaining to <strong>LRIT</strong> and<br />

there remain ongoing discussions at IMO on the effective implementation of the<br />

<strong>LRIT</strong> system. <strong>The</strong> BMA continues to participate in these discussions and we will<br />

update this Bulletin as additional guidelines are developed.<br />

1.4 All parties should note that <strong>LRIT</strong> data from a <strong>Bahamas</strong> registered ship is only<br />

transmitted to the <strong>Bahamas</strong> Data Centre (DC) and this information is only<br />

transmitted to another SOLAS contracting Government Data Centre if a request for<br />

that information has been made by that Government and the request satisfies the<br />

criteria specified in the SOLAS regulation and IMO MSC Circulars on <strong>LRIT</strong>.

2. Application of <strong>LRIT</strong><br />

2.1. <strong>The</strong> <strong>LRIT</strong> requirements entered into force on 01 January 2008 and the<br />

requirement to fit a shipborne <strong>LRIT</strong> equipment is applicable to the following<br />

Bahamian registered ships/units engaged on international voyages:<br />

Cargo ships, including High Speed craft of 300 1 gross tonnage and above,<br />

Passenger ships, including High Speed passenger craft,<br />

Mobile Offshore Drilling Units (MODU) that are propelled by mechanical<br />

means,<br />

Offshore Support Vessels, Special Purpose Ships and Mobile Offshore Units<br />

(MOU) of 300 gross tonnage and above that are propelled by mechanical<br />

means,<br />

Commercial yachts of 300 gross tonnage and above.<br />

2.2. <strong>The</strong>re is a phased process for ships to comply with these requirements. <strong>The</strong><br />

compliance date is dependent on one or more of the following:<br />

1. Date of construction,<br />

2. Operating GMDSS sea area,<br />

3. Date of radio related survey.<br />

All parties are particularly guided to the reference to the radio related survey as<br />

<strong>The</strong> <strong>Bahamas</strong> requires any applicable vessel to comply by the due date of the<br />

radio related survey after 31 st December 2008 or after 01 July 2009 if the<br />

vessel is only operating in GMDSS sea area A4.<br />

2.3 Taking into consideration the provisions of MSC.1.Circ.1290 and for the purpose<br />

of <strong>LRIT</strong> implementation, the first radio related survey due date is deemed to be<br />

the due date of first renewal or periodical survey of the radio installations<br />

(whichever of the two surveys becomes due first) after the compliance date<br />

specified in 2.2. <strong>The</strong> first radio related survey date is not altered as:<br />

a result of the transfer of flag to <strong>The</strong> <strong>Bahamas</strong>, OR<br />

a consequence of any scheduled or unscheduled inspections or surveys ,<br />

OR<br />

any additional or occasional surveys.<br />

2.4 For the purpose of <strong>The</strong> <strong>Bahamas</strong> requirements for <strong>LRIT</strong> and notwithstanding the<br />

definitions provided in the SOLAS regulations and IMO guidelines, the following<br />

terms are deemed to apply:<br />

Company is the entity responsible for the management of the ship in<br />

accordance with the ISM Code. For ships which the ISM Code is not<br />

applicable, the Company is the Managing Owner in accordance with Section<br />

52 of the <strong>Bahamas</strong> Merchant Shipping Act<br />

Conformance test result is the document that is issued by the Authorized<br />

Testing ASP outlining the results of the conformance test. This document is<br />

provided to the BMA in order to obtain a Conformance Test Report (CTR).<br />

Conformance Test Report (CTR) is the document issued by the BMA to<br />

certify that the <strong>LRIT</strong> equipment has successfully completed a conformance<br />

test<br />

Gross tonnage is the tonnage measured in accordance with the International<br />

Convention on Tonnage Measurement of Ships 1969<br />

International voyage is a voyage that is outside the territorial waters of <strong>The</strong><br />

<strong>Bahamas</strong> and between two or more countries, which may include a voyage<br />

between a port/location in <strong>The</strong> <strong>Bahamas</strong> to another country<br />

Radio related survey is the survey for Passenger Ship Safety Certificate,<br />

Cargo Ship Safety Certificate, High Speed Craft Certificate, Mobile Offshore<br />

Drilling Unit Certificate, Cargo Ship Safety Radio Certificate, Caribbean Cargo<br />

Ship Safety Certificate, Mobile Offshore Unit Certificate, Certificate of<br />

Compliance with the UK Code for Large Commercial Yachts and any other<br />

certificates covering such purposes<br />

Recognized ASP means an Application Service Provider which has been<br />

recognized by <strong>The</strong> <strong>Bahamas</strong> in accordance with the provisions of<br />

paragraphs 5.1.1 and 5.1.2 of the revised performance standards.<br />

Vessel : This term will be interchangeable for ship and unit throughout this<br />

document<br />

3. Exemptions and Equivalent Arrangements<br />

3.1 Vessels that are operating exclusively in a GMDSS A1 sea area and are fitted with<br />

AIS are not required to install <strong>LRIT</strong> equipment. However such vessels will require<br />

an exemption or equivalent arrangement if they engage in an international voyage<br />

outside the GMDSS A1 sea area.<br />

3.2 In accordance with the procedures outlined in BMA Information Bulletin no. 8,<br />

ships/units specified in paragraphs 2.1 and 3.1 above which are not normally<br />

engaged in international voyages but are required to undertake a single<br />

international voyage or which are re-positioning from a GMDSS sea area A1<br />

should apply to the vessel’s Recognised Organisation (RO) that issued the<br />

affected safety certificate for consideration of exemption or equivalence in<br />

accordance with the provisions of SOLAS regulations I/4, IV/3.1, IV/3.2 and V/3.<br />

3.3 Any application, which is submitted under paragraph 3.2 above, should include<br />

details of the proposed voyage, including dates, length of voyage, port/place of<br />

departure and port/location of destination.<br />

3.4 <strong>The</strong> vessel’s RO will liase with the BMA and if the exemption is granted or<br />

equivalent arrangement accepted, the BMA will authorise the RO accordingly and<br />

advise of any applicable conditions in order that the affected certificate can be duly<br />

annotated.<br />

3.5 Vessels applying for such exemptions should note that in accordance with the<br />

guidelines of MSC.1/Circ. 1295, there maybe a requirement for the<br />

Manager/Owner to submit the voyage plan (and any amendments) or report at<br />

specified intervals to not only the Governments where the vessel is proceeding but<br />

also Governments of the coast of which the ship might be navigating, subject to<br />

those countries being entitled to the information in accordance with the<br />

requirements of SOLAS Regulation V/19-1. Details of all countries and the<br />

relevant point of contact, that are entitled to receive <strong>LRIT</strong> information, maybe<br />

obtained from the BMA.<br />

4. Shipborne <strong>LRIT</strong> equipment<br />

4.1 Owners may utilise any equipment to transmit <strong>LRIT</strong> information on the proviso<br />

that the equipment:<br />

demonstrates compliance with the requirements of SOLAS Regulations<br />

V/19-1.6 and V/19-1.7, and the revised performance standards as<br />

referenced in IMO Circular MSC.1/Circ. 1307, and<br />

has undergone a satisfactory conformance test.<br />

In addition, and if the equipment is being used for another function, e.g. ship<br />

security alert system (SSAS) or GMDSS transmission, the equipment shall also<br />

comply with the relevant performance standards relating to that function.<br />

4.2 Vessels intending to use existing GMDSS equipment for the purpose of<br />

transmitting <strong>LRIT</strong> information and which, for the purpose of complying with the<br />

requirements of SOLAS regulation IV/15.6 in relation to availability, are provided<br />

with duplicated equipment, are only required to use one of the sets of duplicated<br />

equipment fitted on board for transmitting <strong>LRIT</strong> information.<br />

4.3 Notwithstanding 4.2 above, if a ship is fitted with more than one shipborne<br />

equipment that is intended to be utilised for <strong>LRIT</strong> purposes and integrated into<br />

<strong>The</strong> <strong>Bahamas</strong> <strong>LRIT</strong> Data Centre, a satisfactory conformance test must be carried<br />

out and Conformance Test Report issued for each equipment.<br />

4.4 <strong>The</strong> Conformance Test Report will be annotated to reflect that the <strong>LRIT</strong><br />

equipment satisfies the applicable type approval and/or certification in<br />

accordance with the applicable requirement of:<br />

IEC 60945/IEC 60945 Corr.1,<br />

And if applicable, SOLAS Regulation IV/14, i.e. where a terminal is approved<br />

<br />

for GMDSS functions<br />

And if applicable, SOLAS Regulation XI-2/6, i.e. where a terminal is approved<br />

for SSAS function<br />

Notwithstanding BMA Information Bulletin no. 71, the RO shall advise the BMA of<br />

any other equipment that they have type approved in accordance with the<br />

provisions of SOLAS Regulation V/19-1.4 and where the equipment has not been<br />

type approved as noted above.<br />

5. Requirement for Conformance Testing<br />

5.1 A conformance test is required for all shipborne <strong>LRIT</strong> equipment, in order to<br />

ensure that the equipment, as fitted onboard, complies with the provisions of<br />

SOLAS Regulation V/19-1.6 and the <strong>LRIT</strong> revised performance standards and<br />

functional requirement.<br />

5.2 <strong>The</strong> conformance test shall be conducted by one of the <strong>Bahamas</strong> authorized<br />

Testing Application Service Provider (Testing ASP) whose details are outlined in<br />

BMA Information Bulletin no. 116.<br />

5.3 <strong>The</strong> conformance test shall be conducted taking into consideration the criteria<br />

noted in paragraph 5.1 and in accordance with the provisions of SOLAS<br />

Regulation V/19-1.4.1. <strong>The</strong> due date of the conformance test shall be as follows:<br />

.1 for ships constructed on or after 31 December 2008, the test shall be<br />

conducted prior to the date of the initial radio related survey after 31<br />

December 2008,<br />

.2 for ships constructed before 31 December 2008 which are certified for<br />

operations in GMDSS sea areas Al, A2 and A3, the test shall be conducted<br />

prior to the date of the first radio related survey after 31 December 2008,<br />

.3 for ships constructed before 31 December 2008 and certified for operation in<br />

GMDSS sea area A4, the test shall be conducted prior to the date of the first<br />

radio related survey after 01 July 2009 unless the ship is operating in GMDSS<br />

sea area A1, A2 and A3 and then the test shall be conducted prior to the date<br />

of the first radio related survey after 31 December 2008.<br />

5.4 Taking into consideration the principle that an applicable vessel should transmit<br />

<strong>LRIT</strong> information as from the date that it enters service, vessels which are<br />

constructed prior to 31 December 2008 but which are not due to be delivered until<br />

after this date should undergo be fitted with a shipborne <strong>LRIT</strong> equipment the<br />

conformance test should be carried out prior to the vessel entering service.<br />

5.5 <strong>The</strong> conformance test should be conducted before the radio related survey due<br />

date. If the test has been unsuccessful, the vessel should still have<br />

documentation attesting to a conformance test being carried out.<br />

5.6 Notwithstanding the radio related survey due date and taking into consideration,<br />

the number of ships/units that have to undergo conformance testing and may<br />

have to procure <strong>LRIT</strong> equipment, the BMA strongly recommends that the<br />

conformance test is conducted at the earliest opportunity in order to avoid<br />

any undue delays to the ship/unit.<br />

6. Survey and certification<br />

6.1 <strong>The</strong> Recognised Organisation (RO), taking into consideration the compliance<br />

dates in accordance with the provisions of SOLAS Regulation V/19-1.4.1 and the<br />

guidance outlined in Sections 8 & 9 of MSC.1/Circ.1307, should ensure that<br />

ships/units have a valid conformance testing document prior to issuing the radio<br />

related certificate during the applicable surveys.<br />

6.2.1 Recognising that the <strong>LRIT</strong> shipborne equipment is recorded on the record of<br />

safety equipment, where the survey relating to safety equipment is not<br />

harmonised with that of the survey of the radio equipment and where the safety<br />

equipment related survey is conducted prior to the radio related survey on a<br />

ship/unit which has not yet undergone <strong>LRIT</strong> conformance testing, the RO should:<br />

.1 issue the safety equipment related certificate with a validity date that should<br />

not end beyond the end of the survey window of the radio related certificate,<br />

and<br />

.2 endorse the certificate to reflect that there is no valid Conformance Test<br />

Report for shipborne <strong>LRIT</strong> equipment onboard.<br />

6.2.2 For cargo ships of gross tonnage of 300 and above but of less than 500, which<br />

have not been issued a Cargo Ship Safety certificate, compliance with the <strong>LRIT</strong><br />

requirements should be verified by having onboard a valid Conformance Test<br />

Report. Neither the Cargo Ship Safety Radio certificate nor the record of<br />

equipment for the Cargo Ship Safety Radio certificate should be amended in any<br />

way to document compliance with the obligation to transmit <strong>LRIT</strong> information.<br />

6.3.1 In the event that the radio related survey is carried out for a <strong>LRIT</strong> applicable<br />

vessel and there is no Conformance Test Report onboard but the vessel has a<br />

copy of the results of a satisfactory conformance test carried out by a <strong>Bahamas</strong><br />

authorised Testing ASP, the RO shall issue a full term radio related certificate.<br />

6.3.2 In the event that the radio related survey is carried out for a <strong>LRIT</strong> applicable<br />

vessel and there is no Conformance Test Report onboard, the existing radio<br />

related certificate should remain valid to the end of the survey window. If there is<br />

no documentary evidence to attest that effort was undertaken to carry out the<br />

conformance test, the RO should notify the body that issued the ISM Safety<br />

Management Certificate and the BMA.<br />

6.3.3 In the event that the radio related survey is carried out for a <strong>LRIT</strong> applicable<br />

vessel at the end of the survey window and there is no valid Conformance Test<br />

Report onboard, the RO shall liaise with the BMA in order to determine the<br />

course of action.<br />

6.4 <strong>The</strong> Testing ASP should submit the relevant information on conformance testing<br />

in accordance with conditions outlined in the Testing ASP agreement.<br />

6.5 For cargo ships of gross tonnage of 300 and above but of less than 500, which<br />

have not been issued Cargo Ship Safety certificate, compliance with the <strong>LRIT</strong><br />

requirements should be verified by having on board a valid Conformance Test<br />

Report.<br />

6.6 On completion of conformance testing, the vessel’s Manager/Company should<br />

use the form contained in Appendix 1 to submit an application with:<br />

a copy of the vessel’s certificate related to the radio related survey,<br />

ship radio license application (<strong>Bahamas</strong> form R108 version 1.2),<br />

applicable fee for the Conformance Test Report and revised Ship Radio<br />

License (see paragraph 12 below ).<br />

6.7 <strong>The</strong> BMA will issue the Conformance Test Report document and the<br />

Manager/Company should note that a new Radio Licence will also be issued to<br />

reflect the <strong>LRIT</strong> equipment.<br />

7. Conformance Test Reports: Validity and amendments<br />

7.1 In accordance with the provisions of Sections 7.2, 7.3 and 10 of MSC.1/Circ.<br />

1307, the shipborne equipment is required to undergo a conformance test and a<br />

new Conformance Test Report is required to be issued where:<br />

.1 <strong>The</strong>re are changes to the <strong>LRIT</strong> shipborne equipment,<br />

.2 <strong>The</strong> <strong>LRIT</strong> shipborne equipment becomes unserviceable,<br />

.3 <strong>The</strong> <strong>Bahamas</strong> has withdrawn authorisation to the Testing ASP that conducted<br />

the conformance test,<br />

.4 <strong>The</strong> BMA has been notified by the Recognized ASP that the shipborne<br />

equipment is not operating within the parameters of the Conformance Test<br />

Report and/or in accordance with the <strong>LRIT</strong> performance standards,<br />

.5 <strong>The</strong> affected vessel has transferred to the <strong>Bahamas</strong> flag and its Conformance<br />

Test Report has been issued by an ASP that is neither a <strong>Bahamas</strong><br />

Recognized ASP nor a <strong>Bahamas</strong> Testing ASP,<br />

.6 <strong>The</strong> vessel is intended to operate outside the sea area noted on the<br />

Conformance Test Report.<br />

7.2 Notwithstanding the guidance noted in paragraph 7.1 above, the Conformance<br />

Test Report will have to be re-issued where there are changes to the following<br />

information on the report:<br />

.1 Ship’s details. Owners should note that any name change can only be<br />

affected after the authorisation by the Registrar in accordance with our<br />

registration requirements.<br />

.2 Testing ASP.<br />

7.3 <strong>The</strong> Testing ASP should submit the relevant information on conformance testing<br />

in the format specified by the BMA in accordance with conditions outlined in the<br />

agreement with the Testing ASP.<br />

8. Mobile and Immobile Offshore units, offshore support vessels and special<br />

purpose ships<br />

8.1 <strong>The</strong> <strong>Bahamas</strong> will be guided by the principles outlined in MSC.1/ Circ. 1295 in<br />

determining the application of the <strong>LRIT</strong> requirements for the following ships/unit:<br />

.1 Mobile and immobile offshore units, including Floating Productions Storage &<br />

Offloading units (FPSO), Floating Storage Units (FSU), Single Buoy Mooring<br />

(SBM), units issued with <strong>Bahamas</strong> Mobile Offshore Unit (MOU) certificate,<br />

.2 Special Purpose Ships,<br />

.3 Offshore Support vessels.<br />

8.2 <strong>The</strong>se vessels should comply with the <strong>LRIT</strong> requirements if they are 300 gross<br />

tonnage or above, propelled by mechanical means, engaged on international<br />

voyages outside GMDSS sea area A1or not fitted with AIS and engaged in<br />

voyages within GMDSS sea area A1.<br />

8.3 Mobile and immobile units which are operating solely within the territorial waters<br />

of country other than <strong>The</strong> <strong>Bahamas</strong> should liaise with the Government of that<br />

country in order to provide information (position and expected time in location) on<br />

the vessel.<br />

8.4 Mobile and immobile units which are fitted with <strong>LRIT</strong> equipment should notify the<br />

BMA when they are moored on site and the expected period that the unit will be<br />

moored as the frequency of <strong>LRIT</strong> data maybe reduced by the BMA. <strong>The</strong> BMA<br />

should then be notified when the unit is to undertake a voyage from the moored<br />

location. All notification shall be recorded in the unit’s Official Log Book.<br />

9. Failure of the <strong>LRIT</strong> equipment, switching off the <strong>LRIT</strong> equipment, ceasing<br />

the distribution of <strong>LRIT</strong> Information, and reducing the frequency or<br />

temporarily stopping the transmission of <strong>LRIT</strong> information<br />

9.1 <strong>The</strong> BMA will advise the relevant parties if it intends to cease the distribution of<br />

<strong>LRIT</strong> information and/or reduce the frequency or temporarily stop transmitting<br />

<strong>LRIT</strong> Information. <strong>The</strong> Master shall record such notification in the vessel’s Official<br />

Log Book.<br />

9.2 <strong>The</strong> Master or Company Security Officer (CSO) shall notify the BMA in writing<br />

(lrit@bahamasmaritime.com ) of the following circumstances that may warrant the<br />

<strong>LRIT</strong> equipment being switched off:<br />

ship is undergoing repairs, modifications or conversions in dry-dock,<br />

in port or is laid up for a period exceeding 7 days,<br />

circumstances where the ship is without electrical power for longer than 12<br />

hours.<br />

In such cases, the notification and subsequent agreement shall be recorded in the<br />

ship’s Official Log Book and the BMA shall be advised when the <strong>LRIT</strong> equipment is<br />

switched on in order that it can be re-integrated into the <strong>Bahamas</strong> <strong>LRIT</strong> Data<br />

Centre.<br />

9.3 <strong>The</strong> Master or CSO shall notify the BMA, Recognised Organisation and if<br />

applicable, the port state authorities of any failure of the <strong>LRIT</strong> equipment. In such<br />

cases, the notification shall be recorded in the ship’s Official Log Book and all<br />

applicable parties shall be advised when the <strong>LRIT</strong> equipment is fully operational.<br />

9.4 Taking into consideration paragraph 1.3, if the Master deems that there will be a<br />

compromise to the safety or security of the vessel and that this risk would be<br />

reduced by switching off the <strong>LRIT</strong> shipborne equipment, the Master or Company<br />

Security Officer should advise the BMA (lrit@bahamasmaritime.com ) at the<br />

earliest opportunity of the equipment being turned off.<br />

10. Transfer of flag and ships permanently being taking out of service<br />

10.1. Recognising the need to ensure a timely integration of a vessel to <strong>The</strong> <strong>Bahamas</strong><br />

data centre, Companies intending to transfer a <strong>LRIT</strong> applicable ship/unit to <strong>The</strong><br />

<strong>Bahamas</strong> should provide the BMA with the following information:<br />

the ship IMO number,<br />

current flag,<br />

the proposed date of transfer , and<br />

copy of existing Conformance Test Report.<br />

If the Testing ASP is also authorised by <strong>The</strong> <strong>Bahamas</strong>, the Company should<br />

instruct the Testing ASP to forward the <strong>LRIT</strong> conformance test results, in the<br />

required format, to Fulcrum <strong>Maritime</strong> Systems Ltd (see paragraph 11.2)as the<br />

Manager of <strong>The</strong> <strong>Bahamas</strong> <strong>LRIT</strong> Data Centre, in order to enable effective<br />

integration.<br />

10.2 Companies should note that a transfer of flag may require a vessel to undergo a<br />

new conformance test of the <strong>LRIT</strong> shipborne equipment where the Testing ASP<br />

is not authorized by <strong>The</strong> <strong>Bahamas</strong>. It should be noted that the time period for<br />

such conformance testing maybe 48 hours and the vessel does not have to<br />

be in port at the time of the test.<br />

10.3 Where a ship/unit is to be transferred from <strong>The</strong> <strong>Bahamas</strong> flag or will be<br />

permanently taken out of service, Companies should promptly notify the BMA and<br />

settle all outstanding and pending matters in order to enable the timely deletion of<br />

the <strong>LRIT</strong> shipborne equipment from <strong>The</strong> <strong>Bahamas</strong> <strong>LRIT</strong> Data Centre.<br />

10.4 As a vessel has to be integrated to the Data Centre in order to transmit the<br />

required <strong>LRIT</strong> information, Companies should note that the<br />

integration/decommission of a <strong>LRIT</strong> shipborne equipment is critical to ensuring<br />

that affected vessels are not unduly delayed for failing to transmit <strong>LRIT</strong><br />

information.<br />

11. Current status of the implementation of the global <strong>LRIT</strong> system and <strong>The</strong><br />

<strong>Bahamas</strong> <strong>LRIT</strong> Data Centre<br />

11.1. A number of <strong>LRIT</strong> data centres remain to be established, tested and integrated into<br />

the <strong>LRIT</strong> system.<br />

11.2 <strong>The</strong> <strong>Bahamas</strong> has established its national data centre which will be managed on<br />

its behalf by Fulcrum <strong>Maritime</strong> Systems Ltd (www.fulcrum-maritime.com) who is<br />

also authorized as <strong>The</strong> <strong>Bahamas</strong> Recognized Application Service Provider<br />

(Recognized ASP) to perform the functions in accordance with section 5.3 of the<br />

revised <strong>LRIT</strong> performance standards and functional requirements.<br />

11.3 All applicable Bahamian vessels will be integrated into <strong>The</strong> <strong>Bahamas</strong> <strong>LRIT</strong> Data<br />

Centre depending on the date of their radio related survey and subject to a<br />

satisfactory conformance test of the shipborne <strong>LRIT</strong> equipment.<br />

11.4 <strong>The</strong> BMA will notify the Company of any failure of the Recognized ASP,<br />

Communication Service Provider (CSP), <strong>Bahamas</strong> <strong>LRIT</strong> Data Centre or any other<br />

circumstances that will affect the transmission of <strong>LRIT</strong> information from the ship.<br />

<strong>The</strong> Master shall record such notification in the ship’s Official Log Book.<br />

12. Fees<br />

12.1 <strong>The</strong> following fees shall apply to <strong>LRIT</strong> documentation issued by the BMA:<br />

Initial Conformance Test Report: US$400<br />

Amended and/or subsequent Conformance Test Report: US$200<br />

Exemption/Equivalent Arrangement Document: US$150<br />

12.2 <strong>The</strong> vessel will have to be issued with an amended Ship Radio License<br />

incorporating the shipborne <strong>LRIT</strong> equipment. <strong>The</strong> fee for the revised Ship Radio<br />

License is:<br />

.1 US$75 for ships 1600GT and less,<br />

.2 US$150 for ships 1601GT and above.<br />

12.3 Unless otherwise requested, the Conformance Test Report and revised Ship<br />

Radio License will be returned by courier to the applicant. <strong>The</strong> fee related to this<br />

service is currently US$60.<br />

13. Collating of Data for Effective Implementation of <strong>LRIT</strong><br />

13.1 In order to ensure the effective implementation of the <strong>LRIT</strong> requirements to the<br />

Bahamian fleet, the BMA continues to collate data for the <strong>Bahamas</strong> <strong>LRIT</strong> Data<br />

Centre.<br />

13.2 For this process, it is necessary to obtain information from all ships/units in order<br />

to accurately assess whether they are required to comply with the <strong>LRIT</strong><br />

requirements.<br />

13.3 If an Owner/Manager considers that a Bahamian vessel does not have to comply<br />

with the <strong>LRIT</strong> requirements, the form in Appendix 2 should be completed and<br />

forwarded with any supporting documentation to the BMA London Office<br />

(lrit@bahamasmaritime.com).<br />

13.4 Recognising the implications to the effective functioning of the <strong>LRIT</strong><br />

system, Testing ASPs and any applicable parties shall notify the BMA of<br />

any difficulties relating to conducting conformance testing or effective <strong>LRIT</strong><br />

equipment performance. <strong>The</strong> information should include the affected areas<br />

and circumstances under which the conformance testing could not be<br />

conducted and/or circumstance affecting the operation of the <strong>LRIT</strong><br />

equipment.<br />

Instructions<br />

To apply for a <strong>LRIT</strong> Conformance Test Report, complete and sign this form and send it to <strong>The</strong><br />

<strong>Bahamas</strong> <strong>Maritime</strong> <strong>Authority</strong>, London office. You should enclose a copy of the vessel(s)<br />

certificate related to the radio survey and the applicable fee. Company cheques and bank drafts<br />

shall be made payable to “<strong>The</strong> <strong>Bahamas</strong> <strong>Maritime</strong> <strong>Authority</strong>”. Do not send cash or personal<br />

This form shall also be used for a new Conformance Test Report where there have been<br />
