1. REISSUANCE AND PURPOSE 

This Instruction reissues reference (a) to update policy, responsibilities, procedures, and 

information requirements for reporting of active duty military personnel records. 

2. APPLICABILITY AND SCOPE 

This Instruction applies to: 

2.1. The Office of the Secretary of Defense (OSD), the Defense Human 

Resources Activity (DHRA), the Military Departments, and the Chairman of the Joint 

Chiefs of Staff. The term "Military Services," as used herein, refers to the Army, the 

Navy, the Air Force, and the Marine Corps.

About the ITAOP/savePDF Method 

The traditional Field-by-Field creation process is extremely ineffective 

and slow. 

The only realistic option to create high-quality forms is the Insert-Text- 

Anywhere-on-Page (ITAOP) method. 

The field creation process is about 10,000 times faster than the 

traditional method; the list of ITAOP features is not even available for 

the traditional method. 

ITAOP savePDF method proved to be very simple and completely 

reliable for millions of users all over the world (incl. individuals, 

companies, organizations, government employees).

2.2. The Coast Guard, when operating as a Military Service in the Navy or by 

agreement with the Department of Transportation (DoT), and the Commissioned Corps 

of the Public Health Service and the National Oceanic and Atmospheric Administration, 

by agreement with the Departments of Health and Human Services and Commerce, for 

submission of active duty Uniformed Service personnel records in support of reporting 

for the Defense Enrollment Eligibility Reporting System (DEERS). 

2.3. All active duty personnel counted and reported as part of official Active 

component strength as defined in DoD Instruction 1120.11 (reference (b)). 

2.4. All personnel excluded from military strength: prisoners of war, missing 

personnel, deserters, prisoners in civil or military confinement for 6 months or more, 

and personnel on appellate leave (with or without pay). 

2.5. For additional reporting required by enclosure 5: 

2.5.1. All Active Guard or Reserve personnel counted and reported as part of 

official Reserve component strength who are participating in or associated with a 

personnel tempo event or activity. 

2.5.2. All Reserve component personnel who have been ordered to active duty 

and are participating in or associated with a personnel tempo or activity. 

2.5.3. All Regular and Reserve retired personnel, whose retirement is based on 

length of active duty service, who have been ordered to active duty and are participating 

in or associated with a personnel tempo event or activity. 

3. POLICY 

3.1. It is DoD policy to maintain a centralized database of active duty uniformed 

personnel. That database provides information for research, actuarial analysis, 

inter-Agency reporting, and evaluation of DoD programs and policies. In addition 

extracts of the database are used in DEERS to create and modify demographic and 

service information in the Defense Manpower Data Center (DMDC) Person Data 

Repository core subsystem and eligibility information in the Montgomery GI Bill 

(MGIB) (Chapter 30 of reference (c)) satellite database and the Centralized System for 

Prior Service Enlistment Eligibility Information.

3.2. The requirements and procedures prescribed by DoD 5400.11-R (reference 

(d)) must be followed to safeguard the personnel data in that reporting system. 

Individuals having access to identifiable personnel information may be held personally 

responsible and punishable for making unauthorized disclosures. The database is 

subject to computer matching programs, as regulated by the Privacy Act. Computer 

matching is done with other Federal and non-Federal agencies for such purposes as to 

verify eligibility for benefit programs, determine continued compliance with benefit 

program requirements, and effect adjustments to or recover improper payments made to 

or delinquent debts owed by current and former military members. 

4. RESPONSIBILITIES 

4.1. The Under Secretary of Defense (Personnel and Readiness) (USD(P&R)), 

consistent with DoD Directive 5124.2 (reference (e)), shall: 

4.1.1. Provide overall policy guidance for DoD reporting of active duty 

military personnel. 

4.1.2. Ensure that the Director, DHRA, serves as custodian of automated 

extracts of military personnel records and provides data quality control analysis and 

reporting, inquiry capabilities, and administrative and computer support. 

4.2. The Secretaries of the Military Departments shall ensure that the Military 

Services implement this Instruction. 

5. PROCEDURES 

5.1. At the option of the Military Service and with concurrence of the DMDC, 

reporting may be accomplished through electronic data transfer or by magnetic tape 

cartridge submission. All reports shall be submitted following the procedures specified 

in enclosure 3. 

5.2. All Master Files and regular Transaction Files shall be formatted as described 

in enclosure 4. The UIC Address File shall continue to be reported in the current 

Service-specific format. The Personnel Tempo Transaction File shall be formatted as 

described in enclosure 5. 

5.3. Regular reporting requirements are as follows:

5.3.1. At the end of each month each Military Service shall prepare separate 

Enlisted and Officer Master Files or, optionally, a Combined Master File, and a UIC 

Address File. The master files shall reflect the status of the members listed in 

paragraphs 2.3. and 2.4., above, as of the last day of the month. 

5.3.2. At the end of each reporting cycle, not less than weekly, each Military 

Service shall prepare separate Enlisted and Officer Transaction Files or, optionally, a 

Combined Transaction File. The transaction files shall include all personnel status 

change records and personnel data change records processed during the reporting 

period. Optionally, a Military Service may prepare separate Status Change and Data 

Change Transaction Files for the reporting period. A personnel status change record 

shall be reported for each active duty (active strength) gain, loss, enlistment extension, 

and immediate reenlistment. A personnel data change record shall be reported 

whenever there is a correction to a member's social security number or a change in a 

member's name, pay plan, pay plan grade, assigned unit, and/or duty unit. 

5.4. Additional reporting requirements for some personnel listed in paragraph 2.3., 

above, and for all personnel listed in paragraph 2.5., above, are described in enclosure 5 

and will be submitted at the end of each reporting cycle, not less than weekly. 

5.5. Data standards, developed in support of DoD data administration policies as 

established by DoD Directive 8320.1 (reference (f)), approved following the procedures 

prescribed by DoD 8320.1-M-1 (reference (g)), and maintained by the Defense 

Information Systems Agency in the DoD Data Dictionary System (DDDS), shall be used 

where specified. (Note that in a few instances reference is made to data standards 

developed under the previous DoD data standardization program and documented in DoD 

5000.12-M, "DoD Manual for Standard Data Elements," October 1986, which was 

canceled in 1988.) The Military Service failing to comply either with data standards 

registered in the DDDS or with the coding instructions, herein, shall be responsible for 

data interchange conversion costs. 

5.6. Acronyms used in this Instruction are listed and defined in enclosure 2. 

6. INFORMATION REQUIREMENTS 

6.1. The reporting of active duty military personnel records has been assigned 

Report Control Symbol (RCS) DD-P&R(AR)1221 in accordance with DoD 8910.1-M 

(reference (h)).

6.2. All Master and UIC Address Files shall be submitted within 20 calendar days 

of the end of the month. All Transaction Files shall be submitted within 5 calendar 

days of the end of the reporting period. 

6.3. The reporting of Personnel Tempo data required by paragraph 5.4., above, and 

described at enclosure 5 of this Instruction, has been assigned Report Control Symbol 

DD-P&R(Q)2077 in accordance with DoD 8910.1-M (reference (h)). The first reports 

for enclosure 5 shall be effective October 1, 2000. 

7. EFFECTIVE DATE 

This Instruction is effective immediately.

E3.1. CARTRIDGE SUBMISSION 


SUBMISSION INSTRUCTIONS

The submitting Military Service shall use IBM 3480 or 3490 magnetic tape cartridges. 

Each file shall be written with standard IBM internal labels using the file naming 

convention outlined in section E3.4., below, and coded using the EBCDIC character set. 

DMDC can accept compressed data files. 

E3.2. ELECTRONIC SUBMISSION 

The submitting Military Service shall contact the DMDC Active Duty Personnel File 

Manager, who will establish a UNIX account number and password exclusively for these 

reports and provide additional system specifications, including security protocols 

appropriate to protect the data from compromise and consistent with standards 

established by the National Institute of Standards and Technology (NIST). DMDC 

supports standard FTP software and can accept compressed (zipped) data files. The file 

names shall be consistent with the naming convention outlined in section E3.4., below. 

(Note that the UNIX environment at DMDC requires the exclusive use of lower case 

for all file names.) The Military Service is responsible for the accuracy and 

completeness of each electronic data transfer. 

E3.3. DATA SPECIFICATIONS 

Order each file in ascending order by Person Social Security Number Identifier (Field 5 

of enclosure 4, or Field 1 of attachment 1 to enclosure 5) and Transaction Effective 

Calendar Date (Field 86 of enclosure 4, or Member Personnel Tempo Event Begin 

Calendar Date (Field 8 of attachment 1 to enclosure 5). Multiple transaction records 

with the same date shall be submitted in the order they are to be processed.

E3.4.1. The file or dataset names of magnetic tape cartridge submissions shall be 

in the format "ABCE.FYYYYMM" for Master and UIC Address Files and 

"ABCE.FYYYYMM.FDD" for transaction files, where A, B, C, E, F, YYYYMM, and DD 

equal the appropriate value specified in paragraph E3.4.3., below. 

E3.4.2. The file or dataset names of electronic submissions shall be in the format 

"abce.fYYYYMM" for Master and UIC Address Files and "abce.fYYYYMM.fDD" for

A diploma or certificate of GED or other test-based high school equivalency diploma,

A certificate or diploma awarded for attending a non-correspondence vocational, 

technical, or proprietary school for at least 6 months. An individual so coded must also 

have completed 11 years of regular day school. This is considered an alternate high 

school credential. 

A secondary school diploma or certificate awarded upon completion of correspondence 

school course work, regardless of whether the diploma was issued by a 

correspondence school, a State, or a secondary or post-secondary educational 

institution. This is considered an alternate high school credential. 

An attendance-based high school certificate or diploma. These are sometimes called 

certificates of competency or completion but are based on course completion rather 

than a test such as the GED or CHSPE. A State or locally issued secondary school 

diploma obtained solely on the basis of an attendance credential is not considered a 

high school diploma. This is considered an alternate high school credential.

E5.1. APPLICABILITY

E5.1.1. The Military Services shall implement the additional reporting 

requirements whenever a member on active duty is participating in or associated with a 

personnel tempo event or activity. As defined in Section 487 of 10 U.S.C. (reference 

(j)), such participation or association occurs when a member is engaged in "official 

duties at a location or under circumstances that make it infeasible for a member to 

spend off-duty time in the housing in which the member resides when on garrison duty at 

the member's permanent duty station." 

E5.1.2. Reporting shall be accomplished for the following groups of military 

personnel: 

E5.1.2.1. All members on extended active duty who are participating in a 

personnel tempo event. This may include active duty personnel counted and reported as 

part of official Active component strength as defined in DoD Instruction 1120.11 

(reference (b)), and Active Guard or Reserve personnel counted and reported as part of 

official Reserve component strength. 

E5.1.2.2. All Reserve component personnel and Regular and Reserve retired 

personnel who have been ordered to active duty and are participating in a personnel 

tempo event. 

E5.2. REPORTING REQUIREMENTS 

E5.2.1. Reporting shall be accomplished by submission of a Personnel Tempo 

Transaction File, formatted as described in attachment 1 to this enclosure. Data 

transmission to DMDC shall be via electronic data transfer as specified in enclosure 2. 

E5.2.2. A transaction record shall be submitted whenever one of the following 

occurs: 

E5.2.2.1. Personnel Tempo Begin. The military member's participation in or

DEFINITION OF TERMS

E5.A2.1.1. Beleaguered. A person is a member of an organized element that has 

been surrounded by a hostile force to prevent escape of its members. 

E5.A2.1.2. Besieged. A person is a member of an organized element that has been 

surrounded by a hostile force compelling it to surrender. 

E5.A2.1.3. Captured. A person has been seized as the result of the action of an 

unfriendly military or paramilitary force in a foreign country. 

E5.A2.1.4. Contingency Operation. An operation: 

E5.A2.1.4.1. Designed by the Secretary of Defense in which members of the 

Armed Forces are or may become involved in military actions, operations, or hostilities 

against an enemy of the United States or against an opposing force or; 

E5.A2.1.4.2. Results in a call to or retention on active duty of members of the 

Uniformed Services during a war or during a national emergency declared by the 

President or Congress. 

E5.A2.1.5. Counter-Drug Operation. A military action taken to detect, monitor, 

and counter the production, trafficking, and use of illegal drugs. 

E5.A2.1.6. Deployment Personnel Tempo Event or Activity. A member is 

considered to be deployed or in a deployment on any day on which, pursuant to orders, 

the member is performing service in a training exercise or operation at a location or 

under circumstances that make it impossible or infeasible for the member to spend 

off-time duty in the housing in which the member resides when on garrison duty at the 

member's permanent duty station. A member of the Reserve component shall be 

considered to be deployed or in a deployment on any day on which, pursuant to orders 

that do not establish a permanent change of station, the member is performing active 

duty or full-time National Guard duty as defined in Sections 101(d)(1) and 101(d)(5) of 

10 U.S.C. (reference (j)) at a location that is not the member's permanent training site 

and is either 100 or miles, or three or more hours travel time, from the member's 

permanent civilian residence. 


E5.A2.1.7. Detained. A person is prevented from proceeding or is restrained in 

custody for alleged violation of international law or other reason claimed by the 

government or group under which the person is being held.

E5.A2.1.8. Disciplinary Event. The confinement of a military member whereby he 

or she is restricted from performing normal duties. 

E5.A2.1.9. Duty in Garrison. Home station or home port duty performed at the 

permanent location that the member's unit occupies when not committed to an operation. 

E5.A2.1.10. Forward Presence. The visible posture of U.S. Forces and 

infrastructure strategically positioned in or near key regions around the globe, to 

contribute to the stability, continuity, and flexibility that protects U.S. interests. 

E5.A2.1.11. Funeral Honors Duty. The rendering of military honors to a deceased 

military member by Reserve component members. 

E5.A2.1.12. Home Station or Local Operating Area of a Ship or Vessel Training. 

Training conducted within the limits of an installation, base, or local operating area of a 

ship or vessel. This area has been predetermined and is documented by appropriate 

authorities. 

E5.A2.1.13. Hospitalization. The formal admission to a medical treatment facility. 

E5.A2.1.14. Humanitarian Operation. An operation conducted to relieve or reduce 

the results of natural or manmade disasters or other endemic conditions such as human 

pain, disease, hunger, or privation that might present a serious threat to life or that can 

result in great damage to or loss of property. Assistance provided under these 

provisions can include:

training assemblies, additional training assemblies, periods of appropriate duty or 

equivalent training, and any special additional duties authorized for Reserve component 

personnel. 

E5.A2.1.16. Individual Training. Institutional training conducted in a school or 

training center of a centralized, DoD or single-Service organization. 

E5.A2.1.17. Interned. A person has been taken into the custody of a 

non-belligerent foreign power as the result of and for reasons arising out of an armed 

conflict in which U.S. Armed Forces are engaged. 

E5.A2.1.18. Joint or Combined Exercise. A non-NATO military maneuver or 

simulated wartime operation involving planning, preparation, and execution. It is carried 

out for the purpose of training and evaluation. A joint exercise involves more than one 

U.S. Armed Force. A combined exercise involves one or more U.S. Armed Forces and 

one or more allies. 

E5.A2.1.19. Law Enforcement Operation. Supports law enforcement authorities to 

counter international criminal activities and suppress domestic rebellion in foreign 

countries. 

E5.A2.1.20. Missing in Action. A person is a hostile casualty, other than the 

victim of a terrorist activity, who is not present at his or her duty location due to 

apparent involuntary reasons and whose location is unknown. 

E5.A2.1.21. Missing. A person is not present at his or her duty location due to 

apparent involuntary reasons and whose location is unknown. 

E5.A2.1.22. Mission Support TDY. Duties that include meetings, conferences, 

staff visits, staff augmentation, and medical appointments. 

E5.A2.1.23. Muster Duty. The personnel status accounting of members attached 

to a Reserve command. 

E5.A2.1.24. Named Exercise. Support to a named military maneuver or simulated 

wartime operation involving planning, preparation, and execution carried out for the 

purpose of training and evaluation. It may be a combined, joint, or single-Service 

exercise, depending on participating organizations. 

E5.A2.1.25. Named Operation. A military action or the carrying out of a strategic, 

tactical, service, training, or administrative military mission; providing support to

domestic civil, humanitarian, or counter-drug military mission; or the process of 

carrying on combat, including movement, supply, attack, defense, and maneuvers needed 

to gain the objectives of any battle or campaign. 

E5.A2.1.26. NATO Exercise. A combined military maneuver or simulated wartime 

operation conducted by forces of two or more allied NATO nations acting together for 

the accomplishment of a single mission. 

E5.A2.1.27. Non-Deployment Personnel Tempo Event or Activity. A member is 

considered to be non-deployed on any day on which the member is engaged in official 

duties, unable to spend off-duty time in the housing in which the member resides, and: 

E5.A2.1.27.1. Performing service as a student or trainee at a school (including 

any Government school); 

E5.A2.1.27.2. Performing administrative, guard, or detail duties in garrison at 

the member's permanent duty station or home port; 

E5.A2.1.27.3. Unavailable solely because of hospitalization (when not 

deployed) or as a result of disciplinary action; or 

E5.A2.1.27.4. A Reservist participating in inactive duty training, muster duty, 

and funeral honors duty. 

E5.A2.1.28. Peacekeeping Operation. A military action undertaken with the 

consent of all major disputing parties, designed to monitor and facilitate implementation 

of an agreement (such as a cease-fire truce) and support diplomatic efforts to reach a 

long-term political settlement. 

E5.A2.1.29. Service Exercise. A single Armed Force's military maneuver or 

simulated wartime operation involving planning, preparation, and execution carried out 

for the purpose of training and evaluation. 

E5.A2.1.30. Surveillance Operation. The systematic observation of aerospace, 

surface or subsurface areas, places, persons, or things, by visual, auditory, electronic, 

photographic, or other means. 

E5.A2.1.31. Unit Training at a Combined Training Center. The location where one 

or more Services conduct training to meet specific training requirements, test new 

methodologies, and receive independent training evaluations.

E5.A2.1.32. Unit Training at a Designated Training Area. The geographic area in 

which unit training is conducted. The training area can be described as an installation, an 

area of a city, other public land, or a body of water. 

E5.A2.1.33. Unit Training. All or part of a unit accomplishing training objectives 

at a location, other than the permanent duty location. Unit training includes exercises 

that have not received an official designation. 

E5.A2.1.34. U.S. Domestic Civil Operation. Activies and measures taken by the 

Department of Defense to foster mutual assistance and support between the Department 

of Defense and any civil government agency in planning, preparing for, or applying 

resources for border patrol augmentation and in response to the consequences of civil 

emergencies or attacks, including national security emergencies.
