They have a similar meaning.
In my opinion "制约" means someone cannot do a thing because they will be punished if they do it.
"约束" means someone cannot do a thing because they do not want to break their promise or go against their moral.
So you can 约束 yourself but you can only 制约 others.
e.g. 法律制约了潜在的犯罪行为。
Criminal behaviors are punished so we use 制约.
法律约束着我们的行为。
Our behavior is bound by law not only because we would be punished should we break it, but also we accept law as what is right.
