Paucity is closest in meaning to deficiency, meaning a distinct lack of something.
It is not a commonly used word, and is usually only used to describe a lack of resources in an area ; "Due to the paucity of medical facilities in the area, patients wait a long time to see a doctor."

Devoid means completely lacking, none of something, whereas paucity means only a small amount of something.
Insufficiency is the state of not having ENOUGH of something, you can have a huge amount of a material and still have insufficiencies.
