Abstract
This chapter summarizes the main interpretations of the political economy of the dictatorship and then proposes a number of potential starting points for a rethinking of the puzzles and blind spots that these readings brought about. It questions how these readings accounted for the industrial policies of the so called Proceso de Reorganización Nacional (PRN) and finds that they were broadly regarded as residual legacies, that is, as policies not consistent with import substitution. The chapter arrives at this conclusion by exploring the case of promotion in the territory of Tierra del Fuegoshowing that regional promotion programmes seem to follow the logic of a ‘spatial fix’, or, in other words of processes that aid capitalist restructuring through relocation. Industrial promotion under the dictatorship is interpreted as belonging to the group of ‘second generation’ policies that were implemented after the end of the umbrella protection provided by Import Substitution Industrialization (ISI).

Between 1944 and 1976, there were five general laws and several special regimes. Laws passed in 1944 and 1973 are the only ones that actually had some investments approved. Those of 1958, 1970 and 1972 were dead letter since they were never regulated (Altimir et al. 1966).

For instance, Decreto/Ley 22.876 (23 August 1983) extended for 15 years the phase out ‘in order to avoid the closure or relocation of industries with the subsequent loss of promotional effort done’ (Boletin del Ministerio de Economia, 28 March 1983). In 1997, the programme was extended, as well as in 2010 by Decree 699/10 (Página/12, 11 June 2010), these last two times to match the extensions given in Brazil to their programme in Manaos.
