Job Title: Inclusive Secondary Education Officer<br />

Job location: Ankara, Turkey<br />

Type of Contract: Fixed Term – NOB (Post is available only for Turkish Citizens)<br />

Duration of Assignment: Fixed term contract, initially is for two years. Extension is subject to<br />

availability of funding source and requirement of the country programme operations.<br />

Supervised by: Chief of Child Development and Education Programme P4<br />

PURPOSE OF THE JOB<br />

Accountable for professional technical contribution to the inclusive secondary education<br />

programmes/projects design, planning, administration, monitoring and evaluation, data analysis and<br />

progress reporting. Commitment for enhancement of gender-sensitive teamwork and capacity building, in<br />

support of achievement of planned objectives of the work plan, aligned with country programme goals and<br />

strategy.<br />

KEY END – RESULTS<br />

1. Accurate, complete and up-to-date information made available for effective budget preparation,<br />

programme and project design, implementation, management and evaluation in a gender-specific<br />

framework.<br />

2. Project efficiency and effectiveness enhanced through effective implementation follow-on,<br />

including with all implementing partners.<br />

3. Progress reports and project work plans timely prepared, and effective technical assistance<br />

provided: in sharing them with key partners, in the identification of required supplies and<br />

equipment, and in the drafting of Country Programme Recommendation and other project<br />

documentation.<br />

4. Appropriateness and completeness of financial and supply documentation as well as adherence to<br />

established allotments ensured.<br />

5. Knowledge sharing with donors, media and all stakeholders promoted with an emphasis on gender<br />

and equity.<br />

6. Effective communication and networking achieved through strategic partnership and collaboration,<br />

and coordination among Education system actors strengthened.


KEY ACCOUNTABILITIES and DUTIES & TASKS<br />

1. Programme/Project Management<br />

Ensure the availability of accurate, complete and up-to-date information required for effective -<br />

Inclusive Secondary Education programme and project design, implementation, management,<br />

monitoring and evaluation, including gender disaggregation. Draft sound Education programme<br />

budgets for review by the supervisor, and provide support for sharing the information with relevant<br />

partners.<br />

2. Project Efficiency and Effectiveness<br />

Enhance project efficiency and effectiveness through implementation follow-on activities with various<br />

partners, including monitoring UNICEF inputs, local conditions and resources, flow of supply and nonsupply<br />

assistance and Secondary Education project status.<br />

3. Work Plan and Project Documentation<br />

Analyze collected data and information and prepare progress reports including monitoring and<br />

reporting indicators by gender; draft changes in Inclusive Secondary Education program work plans and<br />

assist in identification of required supplies and equipment as well as in the drafting of Country<br />

Programme Recommendation and other project documentation, assuring accuracy and consistency with<br />

established rules, regulations and plans of action; and provide support for consultation with partners as<br />

required on planning and implementation of Country Programme activities.<br />

4. Project Implementation Information and Data<br />

Ensure the appropriateness of financial, administrative and supply documentation; verify that Inclusive<br />

Secondary Education program expenditures are within allotments and that data is consistent with the<br />

project information and database (e.g., FLS, -VISION/SAP). Follow up on queries, including with and<br />

by partners, or initiate corrective action on discrepancies.<br />

5. Knowledge Management<br />

Knowledge management effectively promoted through drafting key Inclusive Secondary Education<br />

programme documents and reports, sharing good practice, lessons learned, and knowledge/information<br />

exchange. Compile Inclusive Secondary Education program implementation training and orientation<br />

materials to promote knowledge sharing with the regional office and headquarters, donors, media and<br />

all Turkey based stakeholders.<br />

6. Communication and Networking<br />

Ensure the effective communication and networking developed and maintained through partnership and<br />

collaboration.<br />

Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues<br />

or discrepancies in financial or supply management, and provide support for orientation and training of<br />

Government counterparts and all UNICEF implementing partners in UNICEF financial and supply<br />

policies and procedures.<br />

Team with central and district level national Government counterparts to exchange information on<br />

Inclusive Secondary Education program implementation and status as well as movement and<br />

distribution of supplies. Supports coordination with members of the development community, including


NGOs, UN and bilateral agencies in the exchange of information relating to Inclusive Secondary<br />

Education sector.<br />

QUALIFICATION and COMPETENCIES<br />

1. Education<br />

University degree in one of the disciplines relevant to the following areas: Education; Secondary<br />

Education, Economics, Social Sciences, or a field(s) relevant to international development<br />

assistance.<br />

2. Work experience<br />

Two years of professional work experience at national and international levels relevant Education<br />

programmes. Experience working in the UN or other international development organization an<br />

asset.<br />

Background in youth & adolescent programme an asset.<br />

3. Language Proficiency<br />

Fluency in English and Turkish.<br />
