Bio
Donta Council, Ph.D. is a native of Newport News, Virginia, with a passion to make a positive impact on communities across the globe through his research and activism.



Dr. Council’s research and teaching interest are in public and nonprofit management, emergency management, coastal resilience, and social justice. His professional background includes nonprofit management, local government, and higher education/student affairs. Dr. Council’s research broadly examines critical questions within his policy domains at the intersection of social justice. Dr. Council’s dissertation research entitled, “Reassessing the Relationship Between Flood Risk Perceptions and Adaptive Behaviors of Households” investigated the factors that influence the ways in which households are adapting to sea level rise and climate change among coastal communities. His more recent work has been published in the Journal of Social Service Research (2018) and Building a Sustainable Transportation Infrastructure for Long-term Economic Growth (2018).




Dr. Council continues to work with communities to co-create knowledge and solutions for practitioners and residents by using an interdisciplinary approach to problem solving.
